Power employees appalled by Non-seriousness, declare 48-hour work boycott protest leave on 25th September | | | Early Times Report
Jammu, Sept 19: The Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) of the Power Development Department, under the leadership of Sachin Tickoo, President of JKEEGA, along with Executive Council members, held a press conference today at the Press Club Jammu. They addressed concerns regarding the lack of substantial progress on the issues highlighted in the protest leave notice served on 24th August 2023 and the subsequent mass protest casual leave observed on 9th September 2023 for 24 hours. The protest had participation from Junior Engineers to Chief Engineers, along with support from various associations of Power Development, in solidarity with JKEEGA. During the press conference, it was announced that the General Council meeting held on 9th September had decided to hold a 48-hour protest leave program on 25th September. This decision was made due to the government’s apparent disregard for the inordinate delay in filling vacant positions across the department’s hierarchy, which has significantly impacted the morale of officers and the delivery of public services, including grievance redressal. The government has not fulfilled its commitments made nearly two years ago under the legal framework of the agreement dated 21st December 2021, signed between government representatives and Power employees’ representatives following a four-day confrontation. The situation has worsened as salaries for the last two months have not been disbursed on time, leaving all 21 thousand PDD employees without their August salaries. Sachin Tickoo highlighted the mistreatment faced by Power Development Department engineers, with promotions being delayed despite over 750 vacancies in the engineering cadre hierarchy. These vacancies include one post of Managing Director, three posts of Executive Director, six Chief Engineers, 16 Superintending Engineers, 61 Executive Engineers, 132 Assistant Executive Engineers, 164 Assistant Engineers, and around 350 Junior Engineers. This situation has led to multiple charges for many employees and stagnation in career progression. Notably, promotion files for all cadres have been pending for months, with examples of promotions delayed for AEEs to Executive Engineers, causing adverse effects on the careers of many officers. |
