Early Times Report JAMMU, Sept 20: In a significant development, the Additional District & Sessions Judge, Anti-Corruption Rajouri, Mehmood Chowdhary, has framed charges against Abdul Qayoom and Maqsood-Ul-Hassan, former revenue officials, along with several beneficiaries, in an illegal mutation attestation case. The accused, Abdul Qayoom, and Maqsood-Ul-Hassan, are alleged to have attested mutations in favor of beneficiaries, including Mohammad Sain, Mohammad Shafi, Mohammad Bashir (sons of Abass Ali, also known as Bassu), and Mohammad Yaqoob (son of Sher Dil). The mutations were attested under cabinet order no. LB-6 and S-432, where they purportedly showed possession of the land in question since 1957-58, despite it being forest land. The land, measuring 25 kanal and 15 marla, was originally forest land, and it was falsely entered into the record as belonging to the beneficiaries. The charges against Abdul Qayoom and Maqsood-Ul-Hassan include committing an offense of conspiracy under section 5(1)(d) r/w Section 5(2) of PC Act and Section 466/467/120-B RPC. They are accused of causing wrongful loss to the government exchequer by falsely attesting the mutation in favor of the beneficiaries, thus facilitating illegal occupation of forest land. After a thorough examination of the evidence presented, the court found that there was prima facie evidence to suggest that the accused persons had committed the alleged offenses.
