Early Times Report JAMMU, Nov 7: In connection with the fifth phase of the Back to Village program (B2V5), Chief Secretary Dr. Arun Kumar Mehta interacted with visiting Prabhari Officers, Panchayati Raj Institution (PRI) members, field officers of line departments, and the general public to assess their participation and gather feedback on various flagship programs of the Jammu and Kashmir government. During the interaction, Dr. Mehta inquired about the quality of works implemented under various schemes, including the Jal Jeevan Mission (JJM), Mission Youth, Pradhan Mantri Awas Yojana, Amrit Sarovar, Swacch Bharat Mission, and self-employment schemes. He also sought public reviews of various services at the Panchayat level, such as the quality of education, cleanliness status, progress under NashaMukt J&K, and the quality of water supply under JJM. The Chief Secretary urged the Prabhari Officers to focus on raising awareness about 137 priority deliverables during B2V5 and ensure follow-up actions on the demands raised by the public. He also directed all line departments to fully support the Prabhari Officers in resolving highlighted issues promptly. He emphasized that fulfilling these 137 objectives is a priority, and Prabhari Officers must ensure that the assigned targets are met. Highlighting the role of self-employment as an economic driver, Dr. Mehta instructed the Prabhari Officers to identify youth seeking such opportunities and guide their ventures through their respective departments to meet the demand. They were also asked to assist in establishing self-help groups (SHGs), Micro-Small and Medium Enterprises (MSMEs), PACS, and coverage under the MUMKIN scheme. Clear instructions were given to the relevant departments to offer all possible assistance, including training and financing, to help young people establish their own self-employment units. The Chief Secretary stressed the importance of the Jal Jeevan Mission (JJM) and requested regular monitoring of water projects under the scheme to ensure the supply of quality drinking water throughout the year to residents of each Panchayat. He further urged officers to expedite the ongoing works to ensure their completion by December of this year. Dr. Mehta also discussed various services offered by different departments, which can be accessed through 1075 online mobile phones, making them easily accessible. The visiting officers were asked to promote awareness of these services. In addition, the Chief Secretary instructed all Prabhari Officers to emphasize various government schemes, including PM Garib Kalyan Anna Yojana, PM Was Yojana, PM Ujjwala Yojana, PM Vishwakarma, PM Kisan Saman, Kisan Credit Card, and PM PRANAM. During the interactive session, the importance of the Janbhagidari portal was discussed, showcasing its role in promoting public surveillance of ongoing projects and encouraging greater participation in the governance process. The Chief Secretary commended the portal's role in enhancing transparency and involving gram sabhas in participatory governance. |
