18 children go missing from unregistered orphanage | | | Early Times Report JAMMU, Nov 10: The mysterious disappearance of 18 children from an unregistered childcare centre has exposed the functioning of illegal orphanages in different parts of Kashmir Valley. As per reports, the Child Welfare Committee (CWC) on Friday said that at least 18 children are missing from an orphanage in Srinagar while the SDM Srinagar sealed the Trust for running without registration. CWC Srinagar chairperson Dr Khair-un-Nisa said that they had visited the Al-Miskeen Yateem Trust at Nundreshi Colony, Bemina, Srinagar in many times and asked the Trust head to get registered under the Juvenile Justice Act (JJA). "The trust had sought one month but even after over a month, the trust failed to come up with registration. Today, we found 18 children missing from the trust and we don't know where these kids are," she said, adding that the Trust was locked and children were missing. Earlier in June this year Child Welfare Committee (CWC), Srinagar has swung into action against the unregistered child care institutions functioning in the district. According to the data, there are a total of 21 childcare institutions in Srinagar district. Of 21 institutions, five are government-run and 16 are operated by NGOs. There are 700 children registered with these childcare institutions. Out of 700, 150 are girls and the remaining 550 are boys. Recently, after inspecting 10 childcare institutions in Srinagar district, five of them were found operating without proper registration, with one even failing to meet the required standards and subsequently being closed down. Notices were issued to the remaining four unregistered institutes, urging them to initiate the registration process within a specified period of 15 to 30 days. According to the Juvenile Justice (Care and Protection of Children) Act, 2015, Section 41, all institutions, whether operated by the State Government or voluntary/non-governmental organizations, intended for housing children in need of care and protection of children in conflict with the law, must be registered under this Act, regardless of whether they received grants from the Central or State Government. Chairman of Al-Miskeen Yateem Trust while reacting to the reports of 18 children going missing from the orphanage said that all children are safe and that they have shifted to another location on the directions of Child Welfare Committee (CWC). He also said that the trust has proper Society registration while the file for CWC registration is pending for unknown reasons. Earlier, CWC Srinagar chairperson Dr Khair-un Nisa told media men that Al-Miskeen Yateem Trust at Nundreshi Colony, Bemina was unregistered and 18 children of the Trust were missing. The news spread like a fire in Srinagar forcing the Trust head to come up with a clarification. Talking to a Srinagar based news agency Chairman of the Trust, Abid Ali Sheikh said that they shifted to Sector 5, Hamdaniya Colony Bemina on the directions of CWC. "All 18 children are safe. Ten of them have gone home, seven are with us and one is a local who goes to his home on a daily basis. There is no question of any child being missing. The only thing is that we shifted to Hamdaniya Colony from Nundreshi Colony," he said, adding that there was a miscommunication due to shifting of the house." Sheikh said that the Trust has proper society registration and the file for CWC registration is pending for unknown reasons. Earlier in the day, CWC chairperson Dr Khair-un-Nisa visited Nundreshi Colony and told media men that Trust was given enough time to come up with the registration but it failed. She also said that 18 children admitted in the Trust were missing and the trust was running illegally. Present on the occasion SDM Srinagar had sealed the Trust at Nundreshi Colony, Srinagar.
