Early Times Report JAMMU, Jan 30: A Public Interest Litigation (PIL) filed in the Jammu & Kashmir and Ladakh High Court, urging the implementation of modern traffic management tools, including breath analyzers, Night Vision Speed Guns, and traffic cameras, has been granted three weeks for the filing of a requisite affidavit. The Division Bench, comprising Chief Justice N Kotishwar Singh and Justice MA Chowdhary, issued the directive to Mr. S.S. Nanda, the learned Sr. AAG. The PIL specifically seeks directions for the Traffic Police of the Union Territory of J&K to enhance their capabilities by incorporating modern gadgets to control traffic effectively and prevent accidents. The Division Bench had previously reviewed an affidavit filed by respondent no.3, which outlined certain measures taken for traffic management and accident prevention. However, the affidavit submitted by respondent no.1, who holds a key position in the Transport Department, lacked details regarding the steps taken. On November 8, 2023, the Division Bench noted the absence of comprehensive information in the affidavit filed by respondent no.1 and expressed the need for additional details. The court observed that, as the year 2023 nears completion, an updated affidavit from respondent no.1, the Commissioner/Secretary of the Transport Department, is necessary. The additional affidavit should provide comprehensive insights into the various steps taken, equipment purchases, and their utilization for dealing with traffic accidents and violations leading to fatal incidents. The PIL emphasizes the importance of adopting advanced technology and tools for traffic management to ensure public safety and prevent accidents on the roads of the Union Territory. The forthcoming affidavit is anticipated to shed light on the measures implemented by the authorities in line with the court's directives for safer and more efficient traffic management. |
