Chairperson FADA calls on Transport Commissioner

JAMMU, July 18: A delegation of Federation of Automobiles Dealers Associations Jammu (FADA) headed by its Chairperson, Sanjay Aggarwal and accompanied by FADA Jammu Senior Members and Regional Directors Davinder Batra, Pardeep Jain, Sanjay Mahajan, Ankur Mahajan, Sahil Mahajan, Ashish Gupta, Vikas Rathore, Ravinder Gandotra and Rohit Gandotra had a detailed meeting with Rajinder Singh Tara, Transport Commissioner J&K in his office. The purpose of the meeting was to address the various issues faced by automobile dealers of J&K.
Aggarwal raised the issue of Unauthorized sales channels running in J&K in the field of automobile sector. He said that in J&K a parallel unauthorized channel is being operated by car brokers involved in selling of vehicles, not authorized by automobile manufacturers and even they are not registered with J&K Transport department. They are working without any trade certificate and are involved in unfair trade practices. These brokers are getting vehicles from outside J&K, which is adversely affecting the automobile dealers in J&K who have made substantial investments and also effecting revenue generation of UT of J&K. To curb this practice he recommend introduction of additional tax on vehicles purchased from outside J&K like done by Himachal Pradesh and Chandigarh.
Regarding benefits under scrappage policy he said that, in J&K, discount should be given to customers on registration tax on new vehicle after scrapping its old vehicle whose life has ended under Vehicle Scrapping Policy. With old vehicles being scrapped, the demand for new vehicle will raise and State will get revenues through GSTs and road tax he added. He mentioned that Punjab Government and UT of Chandigarh has ordered for 25% concession on registration against scrappage of ELV from RVSF in case of non transport vehicles and 15% in case of transport vehicles.
He suggested that Exemption of Road Tax on Hybrid Vehicles should be given in J&K as per the green initiatives taken by the Government of India. He mentioned that Chandigarh UT administration and Uttar Pradesh has made amendments in its electric vehicle policy by exempting the road tax to all the hybrid vehicles purchased.
Aggarwal recommended Formation of Automobile Service Center Cluster in Jammu and Kashmir. He said that Automobile Service Centre works as an industrial activity and should be established in the industrial area. In this regard we propose the formation of an automobile service center cluster in the industrial area of various districts of the Jammu and Kashmir region. A designated area in the industrial estate should be earmarked for formation of Cluster for Automobile service Centre.
Aggarwal also recommended One State One Trade Certificate in UT of J&K for "Ease of Doing Business". He said that as on date if a dealer is doing his business in different districts of UT of J & K, he has to obtain Trade Certificate for all the districts, which is a against the principles of "Ease of Doing Business". One State One Trade Certificate will help the dealer to do business at any location of the J&K UT with only one Trade Certificate, with ease and without any hindrance he added.
Aggarwal raised the issue of non availability of CNG/ PNG for automobile, Industrial and Domestic usage in J&K. He said that People of Jammu and Kashmir are not having the privilege of alternate fuel CNG in the entire UT of J&K in comparison to the neighbouring states which are enjoying the advantages of cheaper and economical alternative resulting in huge savings on their day today expenses. He said that the economy of J&K UT largely depends upon Tourism, Horticulture and Small Scale Industries for which commercial vehicle being used are compelled to run on Diesel or Petrol which is much expensive as compared to CNG Fuel. This dire need of CNG Pumps in J&K should be looked into he added.
Rajinder Singh Tara, Transport Commissioner gave a patient hearing to all the issues raised and the suggestions given by FADA Jammu. He said that the issues that were discussed today were quite valid. He assured to solve the issues raised in due course of time and take up the suggestions given with the higher concerned authorities. He also informed the delegation that J&K's Scrappage Policy is almost complete and will be notified within two weeks and the benefits of scrappage will be given to people of J&K too. Vinay Samotra, Joint Transport Commissioner was also present in the meeting.
