AIOCD demands end to misuse of COVID-era medicine delivery rules

JAMMU, Dec 21: The All-India Organisation of Chemists and Druggists (AIOCD), along with the Jammu Chemists & Distributors Association (Jammu District), has called on the Ministry of Health and Family Welfare to revoke the notification G.S.R. 220 (E), issued in March 2020 during the COVID-19 pandemic.
The notification, introduced as a temporary measure under Section 26B of the Drugs Act, allowed the doorstep delivery of medicines during the pandemic, bypassing certain regulatory requirements. AIOCD President J.S. Shinde and General Secretary Rajiv Singhal emphasized that this provision was meant exclusively for emergencies through licensed local chemists. However, the association claims the notification is being misused by online platforms such as Swiggy to deliver medicines without following proper safety and regulatory protocols.
Concerns Raised by AIOCD:
Unregulated Medicine Sales: Online platforms allegedly sell medicines without valid prescriptions, leading to risks such as self-medication, drug abuse, and antimicrobial resistance.
Bypassing Safety Protocols: The notification's original intent was to facilitate emergency access to medicines during the pandemic, not to enable unchecked online sales.
Public Health Risks: Ignoring drug delivery rules compromises patient safety and undermines the healthcare system.
Immediate withdrawal of notification G.S.R. 220 (E) as the emergency phase of the pandemic has ended.
Enforcement of strict adherence to prescription and safety rules for medicine sales.
A complete ban on illegal online platforms engaged in the unregulated sale of medicines.
AIOCD and the Jammu Chemists & Distributors Association have warned that failure to address these concerns could lead to nationwide agitation involving their 12.40 lakh members.
The associations believe that decisive action is necessary to protect public health and uphold regulatory standards in the pharmaceutical sector.
