| Parliamentary Election-2009 | | Observers, RO discuss Model Code of Conduct with AROs | | Early Times Report
KATHUA, APRIL 08- Returning Officer, 5- Udhampur parliamentary Constituency, Ms. Mandeep Kaur convened a meeting of Assistant Returning Officers to discuss Model Code of Conduct and other election arrangements here today.
Observers for Udhampur Lok Sabha constituency Mr. Ramesh Bidurao Zalki, Neerja Shekhar, Mr. Jitendra Kumar, Mr. K. S. S. V. P. Raddy also delivered instructions relating to implementation of Model Code of conduct in the meeting.
Ms. Mandeep Kaur urged upon the AROs to strictly adhere to the Guidelines as envisisaged in the Model Code of conduct and closely monitor the expenditure being incurred by the contesting candidates and ensure that only permitted vehicles are being used and seize immediately the unauthorized vehicles. She also exhorted for keeping the full record of expenditure of the contesting candidates the limit for which has been fixed up to Rs.25 lakhs. Regarding the defacement of Property, the Returning Officer maintained that the expenditure for removing the defacements should also be debited in to the account of the contesting candidates and notices be issued immediately. She also discussed the EVM training schedule of the poll parties, their transportation to the polling stations and their backward movement plan including appointment of Zonal and Sectoral magistrates.
The Observers while discussing Model Code of conduct exhorted upon the AROs to ensure free, fair and transparent elections and bring every incident of violation of Model Code of conduct in to the notice of the concerned violating candidates immediately and inform the contesting candidates or their authorized agents the backward movement plan of the poll parties so that they can accompany them up to the counting centre.
