| 1992 DGP office blast case | | After 18 years trial, accused get 2 years terms | | Early Times Report Jammu, Apr 08- Presiding Officer Designated Court under Terrorist and Disruptive Activities (Prevention) Act Jammu today awarded 10 years rigorous imprisonment and fine of Rs 5000 to two police cops and also issued general arrest warrants against Syed Mohammed Yousuf alias Salahuddin the then HM Chief and Bilal a Pak national in the much publicized bomb blast case in DGP’s office at Srinagar in January 1992.The accused awarded ten years RI include Maqbool Ganai son of Mohammed Ramzan Ganai resident of Mohalla Syed Karim, Baramulla Constable JKAP 12Bn and Ghulam Mohiuddin Ahangar son of Mohammed Mukhtiar Ahangar of Chepora Lolab Kupwara constable This powerful explosion took place on January 24, 1992 at about 1215 hours when JN Saxena then DGP J&K, Ashok Patel then IG BSF, Veerana Aivalli then IGP Kashmir, Rajan Bakshi then DIG Kashmir and MK Singh then IG CRPF were present, due to the powerful explosion took place in the said office as a result of which DGP office was badly damaged and also caught fire. The aforesaid officers present had received injuries and one constable Shiv Dev Singh died as a result of injuries, initially case was registered at P/S Shaheed Ganj, Srinagar and later on transferred to Central Bureau of Investigation. TADA Court, after hearing Special Public Prosecutor PS Bhardwaj and Rakesh Singh Additional Public Prosecutor for CBI, observed that in view of the fact of the accused and looking to the voluntarily nature of the confessional statement, accused Mohammed Maqbool Ganai and accused Ghulam Mohi-ud-Din Ahangar are sentenced to rigorous imprisonment for a period of 10 years and to pay fine of Rs 5000 u/s 3 (2) (II) TADA r/w section 120-B RPC and in default of making the payment of fine the accused shall undergo imprisonment for one year. Both the accused, who were on bail, were present in the court, the court ordered cancellation of bail bond and directed to take the accused in the custody. According to the investigation conducted by CBI during January 1992 JN Saxena was the DGP of the J&K State, Mr. Ashok Patel IG BSF, Veerana Aivalli IG Kashmir, MK Singh IG CRPF and Rajan Bakshi DIG Srinagar were in a meeting to discuss about the arrangement for “EKTA YATRA” scheduled for January 26, 1992 at about 1215 hours on January 24, 1992, there was a devastating bomb-blast in the office room of DGP as a result of which the officers named above sustained grievous injuries. The tin-sheets and wooden structure of the room of the DGP office collapsed and some portion caught fire. Constable Shiv Dev Singh succumbed to his injuries. The investigation further disclosed that accused Constable Mohammed Maqbool Ganai was working as Generator operator which was installed at a little distance from the DGP’s Office. Accused constable Ghulam Mohiuddin Ahangar was working as an orderly/ tea boy in DGP office. Both were intimate family terms. On January 23, 1992 one day prior to the date of occurrence all the employees of DGP office left the office by 7:00 PM except the both accused. It was alleged that the accused planted the explosive device fitted with wire in the floor of DGP’s office at the instance and connivance of activists of Hizbul Mujahdeen and thereafter left the office at about 8:30 PM. On January 24, 1992 accused Mohammed Maqbool Ganai visited in the office of DGP and went to the bathroom attached with the visitor’s room and after joining the wire tips to activate the explosive device left the office of DGP. The explosive took place at about 1215 hours. The investigation further disclosed that during the first week of January 1992, Mohammed Afzal Malik alias Mamoon Rashid (since died) dismissed constable of J&K police met Syed Mohammed Yousuf alias Salahuddin, Chief of Hizbul Mujahdeen at Sopore J&K and discussed about the plan to cause a bomb-blast in the office of DGP Srinagar. They decided to meet at Budgam after a few days for further planning, in consultation with Bilal (Pakistani National) an expert in explosives, Mohammed Rafiq Bhat alias Anwar-ul-Islam, Nisar Mohammed Gojri alias General Sheewab and Maqbool Illahi connived in accomplishing the said plan. After completion of the investigation the challan was presented in the Court of law. The accused Mohammed Maqbool Illahi, Rafiq Ahmed Bhat, Nisar Ahmed Gojri and Mohammed Afzal Malik are daed and accused Syed Mohammed Yousuf alias Salahuddin and Bilal a Pak National are absconding, accused Mohammed Maqbool Ganai and accused Ghulam Mohiuddin Ahangar had been arrested. Vide order September 20, 1999 charge against both the accused was framed. JNF
