Special Crime Wing, Crime Branch Jammu files charge-sheet in fraud and cheating case

JAMMU, Dec 29: The Special Crime Wing (SCW) Crime Branch Jammu today, 29-12-2025, filed a charge-sheet against Uttama Devi W/o Sh. Hans Raj, R/o Village Shingani, Tehsil Gandoh Bhalessa, District Doda in FIR No. 06/2024 under sections 420, 467, 468, 471 RPC of Police Station SCW Jammu.
While sharing the details, SSP SCW Jammu Sh. Sanjay Parihar, JKPS informed that the case originated from a written complaint, alleging therein that the accused person has fraudulently procured a fake Bachelor of Physical Education (B.P.E) degree purportedly from Chhatrapati Shahu Ji Maharaj University, Kalyanpur, Kanpur (UP). Preliminary investigation into the matter revealed that the said university does not offer any such course and accordingly matter was taken up with the university to know the genuineness of the degree submitted by the candidate. Hectic efforts were made to secure reply from the concerned University, which includes personal visits to the campus. Finally, reply was obtained and the qualification degree was found not to be genuine. Using the fake qualification, the accused secured engagement as Rehbar-e-Khel, thereby depriving the complainant, who was placed at Serial No. 1 in the waiting list. The accused remained engaged from March 2019 to February 2023 and fraudulently drew the admissible honorarium during that period, causing wrongful loss to the Government exchequer and wrongful gain to herself. During investigation, documentary evidence, witness statements, seizure memos and verification reports from the concerned university; established that the B.P.E degree used by the accused was not genuine. After completion of thorough investigation, offences under sections 420, 467, 468, 471 RPC were prima facie proved against the accused. Accordingly, the charge-sheet has been produced before the Hon'ble Court of Chief Judicial Magistrate, Doda for judicial determination. The case has been investigated by DY SP Javaid Iqbal Tabassum under the close provision of SSP SCW Jammu .
