4/4/2026 10:44:06 PM
Early Times Report
LEH, Apr 4: Amit Sharma, IAS, Chief Principal Census Officer (CPCO) and Director Census Operations (DCO), Jammu & Kashmir and Ladakh today flagged core punters during the ongoing district-level training programme for the Census of India 2027 Phase-I (House Listing & Housing Census - HLO) which is being conducted at the Conference Hall of the Deputy Commissioner's Office Complex, Leh, under the chairpersonship of the Principal Census Officer/Deputy Commissioner Leh, Romil Singh Donk, IAS.
During the training, CPCO and DCO, Jammu & Kashmir and Ladakh, Amit Sharma shared critical pointers for upcoming HLO and appreciated the efforts of the SDMs and Tehsildars present in the training programme while disclosing that the UT of Ladakh shall be the first amongst all states/UTs of Bharat to conclude the complete two phases of Census activity before the onset of harsh winters this year by September 2026 itself, being in completely snow-bound category.
Amit stated that this is the first time the HLO census is being conducted after Ladakh became a Union Territory and highlighted that the process is different and extensive, covering around 360 census cells. He further emphasised that under the Digital India initiative, the census will be conducted in a paperless digital mode, ensuring greater accuracy and transparency.
Sharma also informed that two workstations have been established-one at the Deputy Commissioner's Office, Kargil, and another at the Deputy Commissioner's Office, Leh. He stressed the importance of encouraging public participation and creating mass awareness about the census exercise. He assured the officers that in case of any issues, they may freely reach out to the concerned team, stating that the office remains accessible round-the-clock, and a toll-free number is also available for support.
CPCO / DCO Amit Sharma encouraged the SDMs and Tehsildars to ensure complete coverage of all villages, including the remotest areas of Ladakh and appreciated the active participation and enthusiasm shown by both PCOs of Leh and Kargil in it.
The training was organised in reference to a communication received from the Planning, Development & Monitoring Department, UT Ladakh, regarding preparations for the Census 2027 exercise. The programme aimed to familiarise officers with their roles and responsibilities, key HLO concepts, and the functioning of the Census Management & Monitoring System (CMMS) web application.
Active training sessions were conducted by Jatinder Kumar, Assistant Director and Nodal Officer for Ladakh UT Census 2027 on the Mission Overview of Census of India 2027, outlining the vision, objectives, and the roles and responsibilities of SDMs and Tehsildars in the upcoming Census 2027 exercise.
The training concluded with an interactive session where participants raised queries and sought clarifications.
Apart from them, the training programme was attended by DySP Rishabh Shukla (IPS), Tashi Otsal (District Coordinator, Leh), Sadique Hussain (District Coordinator, Kargil) from DCO J&K and Ladakh, along with SDMs, Tehsildars, and other officers and officials of Leh district.
