Early Times Report JAMMU, May 13: Jammu and Kashmir has emerged as a "High Performer" in the Logistics Ease Across Different States (LEADS) 2025 Report released today by Union Minister for Commerce and Industry Piyush Goyal at a function held at Vanijya Bhawan, New Delhi today. Among the Union Territories, New Delhi was adjudged as an "Exemplar". J&K was recognised as "High Performer" along with Gujarat, Kerala, Maharashtra, Haryana, Telangana, Chhattisgarh, Bihar and Puducherry. The achievement marks a significant progression for Jammu and Kashmir, which till 2023 was placed in "Aspirers" category among Union Territories before being recognised as a "Fast Mover" in 2024. The latest recognition as a "High Performer" reflects the sustained improvement in the logistics ecosystem, infrastructure development, policy support and regulatory environment in the Union Territory. The LEADS survey is a flagship annual assessment undertaken by the Department for Promotion of Industry and Internal Trade under the Ministry of Commerce & Industry, Government of India to evaluate logistics performance across States and Union Territories with the objective of improving logistics efficiency and reducing logistics costs across the country. The Department of Industries & Commerce, J&K being nodal department, monitors and evaluates the performance across four pillars namely Logistics Infrastructure, Logistics Services, Operating and Regulatory Environment and Sustainable Logistics.
