| Labour Commissioner, reviews functioning of Labour Department, Kashmir Division | | | Early Times Report SRINAGAR, Aug 21: Continuing with the review of the functioning of the Labour Department across the divisions, the Labour Commissioner, J&K, S. Charandeep Singh, JKAS, today conducted a detailed review of the functioning of the Labour Department, Kashmir Division, during a meeting held with the Deputy Labour Commissioner, Kashmir, and Assistant Labour Commissioners of Kashmir Division in his office chamber at Batamaloo, Srinagar. The meeting was also attended by Deputy Labour Commissioner (Central), Deputy Director Planning & Statistics and Assistant Labour Commissioner (Central). The meeting focused on assessing the progress of various departmental initiatives, with particular emphasis on implementation of the Labour Codes, enrolment under the Pradhan Mantri Shram Yogi Maandhan (PMSYM), grievance redressal, disposal of court (quasi-judicial) cases, delivery of services under the Public Services Guarantee Act and clearance of pending official communications. Interacting individually with the field officers, the Labour Commissioner took stock of the ground-level progress and directed the officers to adopt a result-oriented and measurable approach towards implementation of the Labour Codes. He stressed the need for intensified awareness and outreach among workers and establishments and called for preparation of comprehensive work plans/master files to facilitate systematic monitoring of targets, activities and outcomes. The Chair also underscored the importance of capacity building of field functionaries, directing that structured training and orientation programmes be undertaken to equip officers with the requisite knowledge and skills for effective implementation of the new labour regime. Reviewing the progress under PMSYM, the Labour Commissioner called for greater field-level mobilization and directed the officers to devise area-specific strategies for improving enrolment against prescribed targets. He stressed continuous monitoring, identification of uncovered worker groups and effective facilitation to ensure that eligible workers derive the intended benefits of the scheme. On grievance redressal, the Chair directed that all grievances received through SAMADHAN as well as offline channels be monitored from receipt to final disposal, with officers ensuring prompt and effective resolution. He further called for strict adherence to the timelines prescribed under the Public Services Guarantee Act so that citizens receive departmental services within the stipulated period. |
