BIS raids Jalandhar unit, seizes 80 non-certified hand dryers

NEW DELHI, Aug 26: Bureau of Indian Standards (BIS), the National Standards Body of India established under the BIS Act, 2016, is responsible for Standard Formulation, Product Certification, and Laboratory/Systems Certification. Through its activities, BIS contributes to the national economy by ensuring the availability of safe, reliable and high-quality goods, minimizing health hazards to consumers, and supporting public policies relating to product safety, consumer protection, food safety, environmental protection, and quality in construction and infrastructure.
As per the BIS Act, 2016, no person shall manufacture, import, distribute, sell, hire, lease, store or exhibit for sale any goods covered under a mandatory Quality Control Order (QCO) without a valid BIS Standard Mark (ISI Mark).

Hand Dryers conforming to IS 302 (Part 2/Sec 23): 2009 are covered under the Electrical Appliances for Skin or Hair care (Quality Control) Order, 2023, issued by the Department for Promotion of Industry and Internal Trade (DPIIT),
Ministry of Commerce and Industry, Government of India. The Order has been fully applicable to all enterprises, including Micro and Small Enterprises, since 5 September 2025, thereby requiring mandatory BIS certification.
Acting on specific information regarding violation of the above Quality Control Order, a team of officials from BIS Jammu & Kashmir Branch Office conducted an enforcement raid (Search & Seizure) on 25 Aug 2026 at a manufacturing premises near:
Pathankot Road, Near Reru Pind Gate, Jalandhar, Punjab- 144004
During the raid, Hand Dryers without the mandatory BIS Standard Mark (ISI Mark) were found available at the manufacturing premises. The Hand Dryers had details such as the brand name, name of the manufacturer, and date of manufacture. A total of 80 Hand Dryers were seized for contravention of Section 17(1)(a) of the BIS Act, 2016.
The above violation is punishable under Section 29 of the BIS Act, 2016, which provides for imprisonment up to two years, or a fine not less than Rs 2,00,000, or both. Further legal action is being initiated for filing a complaint before the competent Court of Law.
BIS appeals to consumers to use the 'BIS CARE' mobile application (available on Android and iOS) to verify mandatory BIS certification, check the authenticity of the ISI Mark/BIS Hallmark, and lodge complaints regarding non-certified mandatory products or misuse of these marks.
