The Ministry of Home Affairs’ advisory asking States and Union Territories in the Himalayan region to remain alert to the threat of glacial lake outburst floods (GLOFs) and snow avalanches is a timely reminder that disaster preparedness must remain at the centre of Himalayan governance. The mountains are ecologically fragile, and the consequences of a sudden natural disaster can be devastating when settlements, roads and infrastructure lie in vulnerable valleys and slopes. A GLOF occurs when water stored behind a glacial lake is suddenly released, sending a powerful surge downstream. Such floods can travel rapidly and destroy bridges, roads, homes, hydropower installations and other infrastructure. Snow avalanches pose an equally serious threat, particularly in areas where heavy snowfall, steep slopes and changing weather conditions combine to create unstable snowpacks. The Home Ministry’s emphasis on identifying vulnerable areas and ensuring timely evacuation is therefore extremely important. Disaster management cannot begin after a flood or avalanche strikes. It has to start with mapping risk zones, monitoring vulnerable glaciers and lakes, installing early-warning systems and ensuring that local administrations have clear evacuation plans. For Himalayan States and UTs such as Jammu and Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh, preparedness assumes even greater significance. Large populations, tourists, pilgrims, security personnel and workers regularly move through mountain regions. Roads and communication networks can be disrupted quickly, leaving isolated communities particularly vulnerable. Every district administration must therefore maintain updated inventories of vulnerable villages, critical infrastructure and safe evacuation locations. Technology can become a powerful ally in this effort. Satellite imagery, drones, remote sensing, automated weather stations and real-time water-level monitoring can help authorities detect emerging risks. Early warnings, however, are useful only when they reach people quickly and in a form they understand. Local communities should be trained regularly through mock drills and awareness programmes so that evacuation becomes an organised response rather than a panic-driven reaction. There is also a larger lesson. Development in the Himalayas must respect the carrying capacity of the mountains. Roads, tunnels, hydropower projects, tourism facilities and settlements are essential for economic growth, but their planning must incorporate climate and disaster risks. |
