The summit backed India’s call for zero tolerance towards any form of terrorism and shunning double standards in countering the menace as the top leaders of the influential grouping agreed to have a concerted approach in dealing with the challenge. “We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on April 22, 2025, during which 26 people were killed and many more injured,” it said. The Pahalgam terror attack was a brutal assault on innocent lives. The victims included tourists who had travelled to Kashmir seeking peace and natural beauty. The attack was therefore not merely an act of violence against individuals; it was an assault on the values of humanity, peace and coexistence. The fact that BRICS leaders condemned the attack in the strongest terms sends a powerful message that terrorism has no justification whatsoever. India has consistently maintained that the international community must adopt a policy of zero tolerance towards terrorism. There can be no distinction between “good” and “bad” terrorism, nor can the identity, location or political objectives of terrorists provide grounds for selective responses. Terrorism remains terrorism, irrespective of who sponsors it, where it originates or against whom it is directed. The BRICS position assumes greater significance because the grouping represents a substantial share of the world’s population, economy and political influence. A united BRICS voice can contribute meaningfully towards building an international consensus against terrorism and strengthening mechanisms for intelligence sharing, terror financing prevention, border security and prosecution of those who facilitate extremist violence. The reference to avoiding double standards is particularly significant. For decades, the global fight against terrorism has suffered whenever countries have treated terrorism as a geopolitical instrument rather than a universal threat. Selective outrage weakens international cooperation and ultimately emboldens terrorist organisations. Those who provide ideological, financial, logistical or diplomatic support to terrorists must understand that the international community will hold them accountable. India’s emphasis on collective action is not a call for confrontation but for responsibility. Nations must work together to dismantle terrorist networks, choke their sources of funding, prevent radicalisation and ensure that perpetrators and their handlers face justice. International institutions must also become more effective in responding to emerging forms of terrorism, including the use of technology, encrypted communications and online platforms for radicalisation and recruitment. |
