The workshop was organized on the theme "Probity for Prosperity", emphasizing the importance of integrity, transparency and accountability in public administration. During her address, Director, CBC/PIB Jammu, Neha Jalali highlighted the importance of honesty, transparency and accountability in the discharge of official duties. She stressed that integrity and ethical conduct must be reflected in day-to-day official dealings and that public servants should perform their responsibilities with a strong sense of duty, fairness and commitment to public service. Jalali highlighted that the effective use of technology can curb corruption to a large extent by bringing greater transparency, accountability and efficiency to administrative processes. She highlighted the role of digital initiatives such as the Government e-Marketplace (GeM), Public Financial Management System (PFMS) and Direct Benefit Transfer (DBT) in streamlining procurement, ensuring transparent financial transactions and delivering government benefits directly to beneficiaries. She observed that such technology-driven initiatives help minimize human intervention, reduce the scope for irregularities and strengthen public trust in governance. Deputy Superintendent, Anti-Corruption Bureau, Jammu, Kamal Sangra raised awareness about various aspects of corruption, its adverse impact on public administration and the importance of vigilance in preventing corrupt practices. He also explained the circumstances and considerations that led to the introduction of the Public Interest Disclosure and Protection of Informers (PIDPI) Resolution, which provides a mechanism for reporting allegations of corruption and protecting the identity of persons making such disclosures, subject to the prescribed procedure. Sangra elaborated on the importance of protecting individuals who report corruption in the public interest and explained the procedure for making disclosures under the PIDPI framework. He also discussed matters relating to wasteful expenditure, illegal appointments, procurement of goods at higher-than-reasonable rates and decisions influenced by personal interests, emphasizing the need for transparency, financial propriety and adherence to established rules and procedures. He further clarified that complaints submitted under the PIDPI mechanism must be made in the larger public interest and should not be motivated by personal grievances or private interests. He also drew attention to the restrictions concerning complaints relating to matters that are sub judice (under judicial consideration). The participants were briefed on the scope and applicability of the resolution, including the distinction between its applicability to Central Government employees and its non-applicability to State Government employees under the framework discussed. The workshop encouraged the participants to uphold the principles of "Probity for Prosperity" and to remain vigilant, uphold ethical standards and contribute towards building a transparent, accountable and corruption-free administrative system. Senior Accounts Officer CBC, Rajesh Malik; Administrative Officer, O. P. Maurya; Media and Communication Officer PIB, Muzafar Wani and other employees of CBC and PIB Jammu attended the workshop. |
