JAMMU JUNE 23 :Lack of much publicized ‘works culture’ among the staff and other members at Government Medical College and Hospital Jammu considered to be the premier hospitals of the province has left the records and other necessary documents pertaining to the patients un attended and even in the dustbins.
Time and again there were allegations and counter allegations from the patients and the employees of the said health institution that things are not under control here in this intuition while the hospital administration always had claimed that it is managing quietly and perfectly.
The files lying with the Early Times are evident to the reluctant approach of the concerned department. The files of one Dilbagh Raj s/o Kewel Krishan r/o R S Pura bearing admission date 18/2/03 and Radhey Sharma s/o Madan Lal of Udhampur admission 12/08/05 both the cases of head injury indicates where do the claims of keeping records secured lie.
Well placed sources in hospital said that it is mandatory for hospitals administration to maintain records of patients for future reference or issuance of various medical documents but patient’s medical records biting dust in this premier health institution.
Though the hospital has a Medical Record’s Keeping Department for the job yet scores of the patients’ records could be seen lying in the dustbins and other trash points at the hospital. Hospital sources also said the department has been “defunct and there was no effective record keeping” at the hospital.
“Even if the hospital doesn’t want to use the records for research, it still has to ensure that the records are kept for the maximum periods as mentioned in the guidelines,” they said.
The insiders at GMC also said: “The hospital doesn’t even maintain the case files of the patients who die during the treatment. “There is no restriction on the entry into the wards and anybody can come and take away the records,” they said.
When contacted the Medical superintendent GMC Romesh Gupta claimed the hospital does not allow any records out of the hospital and that the records were collected and maintained everyday. “We keep the admission, discharge details and the complete medical file of the patients to maintain a record. And thus we have a separate Medical record keeping department and they maintain all the records,” he said. When asked about the files lying in dustbins he in a defensive mood briefly said: “these might have scattered while collecting the records in the record room. He however assured that such files often are collected by the concerned employees.”
