Can Kashmir be delinked from Indo-Pak talks ?

When Panun Kashmir leaders recently suggested to Delhi that the Kashmir issue be delinked from the India-Pakistan dialogue process it was a novel idea but Islamabad may never agree to it.For Pakistan Kashmir has been its "Sheh rug"(lifeline) and as such it has used the Kashmir card right from 1948.So much obsessed by the idea of seeing Kashmir becoming a part of Pakistan Islamabad waged three wars against India.When these wars did not settle the issue the two decided to discuss the bilateral problems and find out an amicable solution.Whenever the two sides plan to discuss either the Siachen or Sir Creek or Indus Water Treaty Pakistan's common refrain is that talks should be Kashmir centric.And this very expression is used by the separatisrts in the valley who usually lay emphasis on the settlement of the Kashmir issue through dialogue.Of late New Delhi has taken a firm stand on the issue of resumption of India-Pakistan dialogue.When Prime Minister,Manmohan Singh,met Pakistan President,Asif Ali Zardari,in Russia the former conveyed to the latter that talks could be resumed only when Pakistan stopped aiding terrorism.The same views were conveyed by the Indian External Affairs Minister,S.M.Krishna to the Pakistani counterpart,Shah Mehmood Qureshi,when the two met on the sidelines of G-8 Foreign Ministers meeting in Italy.Krishna told Qureshi that the bilateral ties were under considerable stress due to terrorism emanating from Pakistan.He wanted Quresi to see an end to terrorist attacks by elements based in Pakistan.This way India has placed the ball in the court of Pakistan.Well a disease nursed for 20 years cannot be cured within months.This is what is happening in Pakistan.The successive Governments nourished terrorist groups and extremists.These groups were assisted in crossing into the Indian territory,first from axcross the Punjab borders,and later across LOC in Jammu and Kashmir.Durig the last over one year the Pakistani agencies have taken steps in preventing militants from sneaking into Jammu and Kashmir.It could have done more had Islamabad not been rocked by the growing threat from the Talibans.During the last over 45 days Pakistan Government is engaged in war against the Talibans and India needs to support Pakistan in its drive against the terrorists.And after the operations against the Talibans were over Pakistan should fulfill its commitment on preventing militants from using its soil for exporting terrorism to India.If done it could leave no alternative for Delhi but to resume talks with Islamabad.Therefore the idea of delinking Kashmir issue from Delhi-Islamabad talks,whenever they are held,may never materialise.(eom)
