| Peace imperative for withrawal of CRPF | | | NIRBHAY JAMMUAL Jammu, July 1: The CRPF is out of Baramullah. The men of the Jammu and Kashmir Armed police are in. If not everywhere people in Baramullah may have a cause to rejoice the withdrawal of the CRPF after the men of this paramilitary force were allegedly held responsible for a number of human rights violations. It is for the people, especially the separatists and their supporters to create conditions so that paramilitary forces deployed in other areas of the valley too were withdrawn and they were replaced by the men of the Kashmir police. Over the years the state Government and the centre have taken a number of decisions which one has called people-friendly. First was the withdrawal of troops from school and hospital buildings and later from orchards and agricultural lands. It was followed by thinning of the deployed of security forces and later the BSF was withdrawn from the Kashmir valley. Wherever the BSF was withdrawn it was replaced by either the CRPF or by th men of the J&K police. All these steps were possible when the Government s aw improvement in the security scenario. Separatists may say that the CRPF was withdrawn from Baramullah after people staged violent demonstrations against use of excessive force in which two youths were killed. They may be right. But when the strength of the troops in the civilian ar eas was reduced or when the BSF had been withdrawn from the valley it was not done under any public pressure. Once the situation in Baramullah and its adjoining areas showed signs of remarkable improvement the Government will be encouraged to remove paramilitary forces from other areas. The Government may feel interested in withdrawing troops from those civilian areas where the incidents of violence had nosedived. If people want the atmosphere to improve it cannot be achieved through strict measures initiated by the Government and the security forces. People alone can work for peace and normalcy and once they try for better security situation it will be a lasting affair.If the security forces enforce discipline and peace it will be a temporary affair. The Government has ordered replacement of the CRPF by JK police. It is a step taken on an experimental basis. Only the militants and the separatists can allow this experiment succeed. If the security scenario in Baramullah and its adjoining areas registered further slide the Government may be forced not only to give bigger role to the troops and to the men of the paramilitary forces for maintaining peace in Kashmir. But major areas in Kashmir remained calm no wonder the Government may go in for reduction in the deployment of troops in the civilian areas. Durable peace may leave no other alternative for the Government but to repeal the AFSPA. If the security scenario in the valley, including Baramullah, showed no signs of improvement one should not be blamed if one holds separatists and militants responsible for keeping the cauldron of violence boiling. Violence free Kashmir may not have only the internal ramifications but it may also address the demand for resumption of the India-Pakistan dialogue. Hitherto India has opposed the resumption of talks with Pakistan on the plea that Islamabad continued to allow Pakistan soil to be used for exporting terrorism to India. The main plea of Delhi is that it is because of assistance by agencies across the LOC that militants have been able to infiltrate into Jammu and Kashmir.Once peace returns to Kashmir and infiltration stops Delhi will have no excuse for stalling talks with Pakistan for resolving all bilateral problems including the Kashmir issue.
