| Do separatists have some ulterior motive ? | | | Nirbhay Jammual It seems that those inciting people to violence in some places in the Kashmir valley,particularly in Shopian belt and in Baramullah, have ulterior motives.On Tuesday evening the Government announced withdrawal of CRPF from Baramullah town. and one had expected the situation to improve.Instead of it the angry crowds even attempted attacking the Army vehicles.One such vehicles was attacked near Pattan.At one stage protesters planned to storm the Army unit at Pattan but the troops exercised restraint with the result there was no fresh casualty even when small groups of agitators tried to defy the curfew restrictions.During the last four days people in Baramullah have been protesting against the CRPF men who opened fire in which four youths were killed on separate dates.The fourth youth who was wounded two days back succumbed to his injuries on Wednesday. The Chief Minister,Omar Abdullah,is right when he stated that most of the injured people had r eceived bullet hits on their chest indicating that the CRPF had failed to exercise restraint.At one stage of time the separatists had favoured what is called "Intifada"(peaceful resistance).But this peaceful resistance has remained on paper.Even the t rusted supporters of the hawks in the separatist camp were found to be inciting people to violence.Again the Chief Minister is right when he describes the woman who raised ruckus in front of the police station,which led to violence,as the person of dubious character.If not the agitators atleast the separatist leaders should have condemned the role of the woman and had they done so people would not have resorted to violence. When peace did not return to Baramullah and its adjoining areas even after the pull out of the CRPF what gurantee is that the situation will improve if the troops too ar e withdrawn and the law and order issues are tackled by the state police?At least he people should have behaved in a way as could have encouraged the Government to order withdrawal of CRPF and the troops from other civilian areas. The behaviour of the separatists seem to have some ulterior motives.Do they want to intensify their agitation to force India to settle the Kashmir issue ? Do they want to destabilise the National Conference led Government ?Whatever may be their motive behind fanning violence their activities definitely delay r eturn of peace to Kashmir.Their motives may become clear if they do not re spond to the fresh measures initiated by the Chief Minister,Omar Abdullah.The first major step he has announced is that the Government will workout a plan,to be completed wihin 10 days,on replacing the CRPF by the state police in the entire valley.Second decision is that whenever the police initiates action for maintaining law and order it should be done under the orders of the Magistrates. Chief Minister is confident that the state police is fully equipped and trained to deal with law and order which is different from the one that existed in Kashmir in 1990.This way Omar Abdullah believes that militancy is over and it is peoples' unrest over human rights violations.Again it is for the people to help Omar Abdullah to achieve success in his new initiatives.If people,especially the separatists,fail to promote peace the Chief Ministr may not then have any other alternative but to redeploy the paramilitary forces and strengthen the deployment of troops. Separatists have been demanding demilitarisation and if Omar Abdullah is allowed to complete his plan it will lead to demilitarisation
