Early Times Report Jammu, July 3- The state Government has asked the police to adopt standing operational procedure so as to ensure change in pattern of deployment of security forces, change in investigations and law and order maintenance. Police authorities said that the police should try to abstain from playing a mediatory role in settling land and family disputes. In such cases the contending parties should be arrested and later put to questioning. And in case there are some women complaints to be attended or women complainants enter the police stations they should be dealt within the ambit of law only by women police. Official sources said that in Baramulla the trouble erupted when a woman of dubious character blamed the policemen for molesting her which was totally baseless. And had the women police listened to her complaint things would have been different. According to these sources, police have been asked to adopt restrain while dealing with law and order problems. Police have been told to differentiate between the civil unrest and the militancy related activities. They should not adopt the same procedure for dealing with the two sets of law and order problem. Once the police change their pattern of investigation and law enforcing activities there would be no room for human rights violations.
