Srinagar, Dec 13- ‘Self rule is a road map to end the political and economic exploitation of Jammu and Kashmir and to settle the vexed problem once for all to the satisfaction of the people of all regions and sub-regions of the State’, said PDP Chief Mebhooba Mufti while addressing one day seminar on self rule at Bandipora today. .
She said generations of Kashmiri’s have struggled, suffered and sacrificed for a just and lasting resolution of Kashmir problem and it was necessary that meaningful efforts must be made to respond to their aspirations adding that self rule is a document that has been prepared keeping these requirements in view. “This visionary document has been prepared by incorporating wishes and aspirations of all regions and sub-regions of the State”, she said.
PDP president said “our grave yards have been expanding and the surviving youth are unable to find a decent avenue of employment”. “Governments have come and gone but the problems being faced by the common man have been mounting in spite of injections of financial support”, she further said.

She observed that this is a result of the uncertain political situation and the lack of trust exhibited by New Delhi on crucial junctions of our history and the follies of our leaders for whom people had sacrificed every thing.
Mehbooba Mufti said the dialogue process should not be seen as an objective to silence voices of decent but it should be the endeavor to reach a resolution through it. She said the trust deficit of Government of India on this account in the state was so huge that it will have to take extra care this time and make every effort to involve all shades of opinion in the process.
Mehbooba Mufti said the energy crises in the state were caused basically by denial of access to us to our own water resources. “We could have been exporting power to most parts of India and Pakistan if the National Conference had not battered away our resources for political power and personal comfort” she said and added that projects like Kishen Ganga in Bandipora – Gurez area would provide power not to Jammu & Kashmir but rest of the country while it will be our water, our land and environment that will be exploited for the purpose.
Molvi Iftikhar Hussain Ansari in his address said self rule is a document of enlightenment that proposes solution based on the present realities and with a view on future. But it was necessary that the intelligentsia, professionals and opinion leaders also contributed to the discourse on resolution. He said the proposed amendments of constitutional aspects of Self Rule could effectively neutralize the erosion of State’s powers. He said election of a local governor, revocation of center’s powers to dismiss an elected government or legislate on matters of state subjects and greater role for local administrators could go a long way in the empowerment of state government, its institutions and people in general.
