| Bad design:Engineers top graft charts | | | Early Times Report Jammu, Dec 29: Even as the highly politicized war against corruption appears to have slowed down politically, the makers of the infrastructure, the Engineers continue to top the graft charts. Sources in the vigilance organization have told Early Times that majority of the corruption complaints coming in against government officials pertain to the Engineering departments. May it be Public Health Engineering, Public Works Department or Power Development Department, heaps and bounds of applications against Engineers are making way to the Vigilance Department. Preferring anonymity, a Vigilance Officer said that massive infrastructure led boom in all parts of state with no centralized accountability check is breeding corruption. “Even the lower rung Engineers are handling projects worth crores of rupees giving ample room for pilferage in absence of a strong check”, said a source in the VO. The Vigilance Organisation records suggest that out of little over 50 cases currently being probed against various government officials, around 35 are against Engineers. “Cases against Engineers are not only in abundance but also difficult to conclude in time due to various loopholes”, said a Vigilance officials as he informed that if seen as departmentwise, the conviction rate is among the lowest in cases against Engineers. Of 22 cases being probed by Vigilance Organisation Jammu, 12 are against Engineers mostly from Public Health Engineering and Roads and Buildings Departments. Similarly of the 36 cases against government officials currently being probed by Vigilance Organisation Kashmir, 15 are against Engineers. Almost all cases against Engineers pertain to purchases on exorbitant rates or illegal allotment of contracts. Though a few of the Engineers faces cases at Vigilance Organisation for years have retired while a majority of the accused in serving on next higher positions or manning key assignments and projects.
