Early Times Report

Jammu,January 8:-The Panthers Party, which has been agitating against the report of the fifth working Group, has called for a probe by the sitting judge of the Supreme Court into the circumstances that had forcd Justice Sagir Ahmed, who headed the Group,to send the report direct to the Chief Minister,Omar Abdullah, through his secretary. In an interview today the Panthers Party Vicechairman,Harsh Dev Singh, said that the Group head was supposed to submit the report to th Prime Minister,Manmohan Singh, who had constituted the working Group.
When reminded that since Sagir Ahmed was unwell he had deputed his secretary to submit the report to the Jammu Kashmir Chief Minister Harsh Dev said that when Sagir Ahmed waited for two years for the submission of the report he could have waited for a few days more so that after getting well the report should have been submitted to the Prime Minister.
Harsh said "mystery shrouds round the preparation and the submission of the report."He said "let a sitting Supreme Court judge be asked to probe into the entire gamut of the issue so that the real intentions of Sagir Ahmed were unravelled. He said there were people who suspected direct link between Sagir Ahmed and the National Conference leadership and it is believed that by sending the report direct to the Chief Minister the retired judge wanted to help Omar Abdullah in raking up the autonomy issue to the advantage of his party.
The Panthers leader said that a judicial prob was called for to find out what prompted Justice Sagir Ahmed to write the report without discussing it with other members of the Board,Harsh said "I have been also a member of the Group but I was never consulted on the issue.I even did not know that Sagir Ahmed had completed writing the report.Like any lay man I came to know when his secretary submitted the report to Omar Abdullah."
Harsh Dev said that when the four other Groups, constituted by the Prime Minister, those reports had been prepared after thorough debate by the members of each Group. This usual norms were violated by the man who headed the fifth Group. In reply to a question Harsh said that the Panthers delegation had explained to the Prime Minister as to how the implementation of the report of the fifth Group could have dangerous repercussions on a sensitive state like Jammu and Kashmir.(
