Coalition moots 'carrot & stick' policy to tackle violence | | | EARLY TIMES REPORT JAMMU, May 14: The National Conference led Government has decided to adopt "a carrot and stick" policy to tackle the plans of the separatists and the opposition PDP of inciting people to indulge in violence. Official sources said that the police have been instructed to keep "anti-social" elements and those supporting separatists under strict surveillance so that before they could create any law and order problem they were arrested. Another instruction to the police and other security agencies is that they should use minimum force while dealing with demonstrators and with those indulging in stone pelting. They have been told to use rubber bullets or water cannons while dealing with those resorting to stone pelting. Yet another instruction to the security forces is that not a single separatist leader be allowed to lead any rally or demonstration. Whenever the separatists plan to lead a peoples' march from one area to the other those separatists be placed under house arrest immediately. At the same time the Government has no plans on imposing restrictions on legitimate political activities by the opposition par ties. A senior Government officer said that so long the law and order in the state did not come under any threat there would be no restriction on convening seminars, conferences and public rallies. Official sources said that besides the plan of dealing with stone pelters and separatists with a firm hand the Government has framed a policy under which development works were to be completed as early as possible so that people received the benefits from those projects. It has been decided to lay emphasis on not only filling the vacant posts in different Government departments but also open added job avenues for the unemployed youth. Already five lakh educated youths are registered with the employment exchanges in the state and the Government has issued instructions to the Public Service Commission and the Subordinate Services Selection Board to expedite the selection process of candidates for various posts. Sources said that the Government has decided to give jobs to at least one lakh unemployed youth every year. Once the unemployment problem was tackled effectively, sources said, separatists and militants would not be able to entice boys to indulge in violence. At present the Government is faced with one major problem pertaining to the demand of 4.50 lakh employees seeking release of 6th pay commission arrears. Both the top leaders of the National Conference and the Congress have tried to persuade the Union Finance Minister, Pranab Mukh-erjee, to release additional funds so that the state Government could concede the demand of the employees failing which there would be again shutdown in Government offices.
