| PDP's pro active strategy on Self Rule pursued with sense of 'timing? | | |

JAMMU, May 14: Largest opposition party PDP and its leadership may well be indulging in routine bickering and political brick-bats with ruling coalition, mainly its rival National Conference on smaller issues but it has engaged itself consistently for the last one fortnight on a 'bigger task' in Kashmir valley- propagating and educating people at grass root levels about its Self Rule formula for resolution of Kashmir issue.
The leadership is pursuing pro actively not merely in the shape of giving statements but actually doing some 'work' on the ground to get through the message of their political slogan for Kashmir right up to a common man in village. This pro active strategy, according to highly placed sources in the party, has importance in terms of timing and pace which the party has chosen at this point of time despite the fact that Self Rule has been formulized four years ago.
Sources said pursuance of this strategy unfolding and popularizing the intricacies of the Formula has well been taken up at a time so vigorously when some developments are swiftly taking place on the larger picture between India and Pakistan vis-à-vis dialogue process. The patron of the party and former Chief Minister of J&K state who still enjoys some valid support and sympathies in the lobbies of New Delhi that matter, it has been learnt has been given this indication that in the dialogue process which has got some reasonably visible fillip in the post Thimpu meeting, would be carried forward by both the countries with some 'realistic and purposeful' agenda in so far as the Kashmir issue is concerned.
So when Mufti Mohammad Syed came out with a statement of welcoming the two Prime Ministers Dr Manmohan Singh and Yusuf Raza Gilani for their talks in Thimpu during last week of April, it was no ordinary statement in the sense that party was days before given to understand what was in offing at Thimpu and post this session of high level talks between the two premiers. In fact the PDP leadership through its well connected network and channels, was made aware that rhetorical stances would be substituted by some meaningful gestures by the two nations as far as dialogue process was concerned. Pre empting this, the PDP stalwart days before SAARC summit came out with a statement urging the two nations that instead of sticking to 'hackneyed' slogans they should come hold the talks for a purposeful policy to resolve all issue, its thrust being on Kashmir. Mufti had even urged that this issue, which of bone of contention between the two countries, should not be brushed under the carpet.
Sources also said that party has been conveyed that since the two nations have changed the stance for holding talks and the stress is on meaningful, result oriented dialogue process, the focus among all other things will be on Kashmir centric talks. The softening of the stance is not a sudden development and the process will remain loaded with certain agenda on Kashmir which , it has been conveyed is again being spun around General Parvez Mushharaff's proposal . Since PDP is well aware the Musharaf formula on Kashmir is what they have come out with in their Self Rule proposition, the party has embarked upon a pro active strategy to build up the mass support back home. This pro active strategy of PDP on the Self Rule propagation , sources said which the party commenced during last week of April shall continue at least for two months across the state. The party leadership is also vigorously pursuing the things under this formula because it is aware that there are propositions which were agreeable between the two nations when Musharaf came up with the proposal and such proposals are 'achievable' in every concerned quarter at New Delhi.
The next round of talks, it may be mentioned between the two foreign ministers of India and Pakistan has been scheduled sometime in July. The timing and parallel strategy is therefore well understood. So while PDP is seeking wider and broader endorsement of the people of state for its Self Rule agenda, it remains to seen in the run up to next round of talks to what extent it gains acceptability both at the level of Government of India as also the common masses in the state.
