EARLY TIMES REPORT
JAMMU, May 15: Chief Minister Omar Abdullah, who is sharing power with the Congress in the state and his father Farooq Abdullah, who is sharing power with the Congress in New Delhi, are not only abusing the Congress and Jawaharlal Nehru publicly, but are also condemning New Delhi for diluting the sovereign status of Jammu and Kashmir or for integrating the state into India. They have virtually revolted against New Delhi. They have virtually preached secession. How else should one describe what Farooq Abdullah and Omar Abdullah said while addressing Gram Sabha convention at Srinagar on May 13?
What did Farooq Abdullah say to counter the People's Democratic Party's propaganda on the water issue or on the 1960 Indus Water Treaty, signed between India and Pakistan? He, inter-alia, said, "Why doesn't Mufti Mohammad Sayeed or PDP points fingers towards Congress. It was PDP leadership which backed Nehruji to sign the treaty while Sheikh Sahib was put behind the bars…(Nehru) signed the treaty with Pakistan and plunged Jammu and Kashmir into darkness…My father (Sheikh Mohammad Abdullah) requested people to eat potatoes, yet never compromised on sovereignty and integrity of the state. I myself took 'Saag' several times and gave a message to New Delhi that we are not going to bow down. Conspiracies were hatched against Kashmiris to sign different treaties which weakened the sovereignty of the state…"
And, what did Chief Minister Omar Abdullah say while sharing dais with his father and countering the People's Democratic Party's propaganda against the National Conference? He, inter-alia, said, "I fully agree with what Dr Sahib (Farooq Abdullah) said about the Indus Water Treaty. Because of the treaty, the state is facing huge financial loss. We have already communicated to New Delhi (our objections) and will continue to do so for compensation. They (India) have (the) right to use water of Sutlej, Beas and Ravi. Similarly, Pakistan has (the) right on Indus, Jhelum and Chenab. Nothing was given to people of Jammu and Kashmir when the treaty was signed. When the treaty was signed in 1960 with Pakistan, Sher-i-Kashmir Sheikh Mohammad Abdullah was in prison and the perpetrators were those (People's Democratic Party leaders) who are now making the noise and pretending to represent public sentiments…Sheikh Mohammad Abdullah would have never allowed (New Delhi) to sign the treaty had he been outside the jail that time…"
Do they know the meaning of what they said? They know the meaning. They know what the term sovereignty means. Sovereign state means a definite territory, population, government, army and the plenipotentiary power - power to negotiate agreements with other countries. They know the meaning of what they said while denouncing Nehru and New Delhi for signing the Indus Water Treaty with Pakistan - a riparian state. They also know that water and minerals are the nation's resources and no state of the Indian Union can think in terms of establishing its own control over the river water and natural resources beneath the surface. They also know everything about the relevant international laws that regulate the flow of water between the riparian states. Besides, they know that treaties like the Indus Water Treaty are signed between sovereign states, and not between part of a particular country and a foreign country.
The meaning of what Farooq Abdullah and Omar Abdullah said was as clear as crystal. The meaning was that the Congress-led government at the Centre must allow Kashmir to become a sovereign state. It is not surprising. Wazir-e-Azam Sheikh Mohammad Abdullah also had entertained a similar ambition and for this he had to pay a very heavy price. He remained behind the bars for years because he had toyed with the idea of establishing an independent Kashmir. It was none other than Prime Minister Jawaharlal Nehru who had got him dismissed and arrested on August 9, 1953. The charge against Sheikh Abdullah was that he, in collaboration with the United States, was conspiring against India in order to dismember India and get Kashmir separated from New Delhi on purely communal grounds.
