Harsh flays 'arbitrary' transfers of lecturers | | | EARLY TIMES REPORT JAMMU, May 17: Working Chairman of Jammu Kashmir National Panthers Party (JKNPP) and MLA Harsh Dev Singh has strongly flayed the large scale 'arbitrary' and 'whimsical' transfer orders of lecturers being issued by the Department of Higher Education in 'flagrant violation' of all norms existing on the subject. He alleged that transfers of lecturers and principals were being issued in bulk and all existing guidelines on the subject were being flouted with impunity. JKNPP leader said that not only were the transfers being effected in a clandestine manner by the department, the most irregular aspect of the 'transfer industry' was the transfers being affected along with posts. He said that the phenomenon of transfers along with posts was not only an irregularity of grave order but had adversely affected the functioning of rural area colleges. Harsh Dev said that posts of lecturers had been fixed and assigned to each college by virtue of cabinet order having been passed in pursuance of creation of posts for each individual college by planning department and after due concurrence accorded by the finance department. He said that transfer along with posts therefore was not only violation of cabinet decision but also constituted a financial irregularity in terms of financial code. Seeking immediate cancellation of all transfers made along with posts and all diversions of posts from various rural areas colleges to city colleges to serve individual interests, Singh demanded a probe into the entire gamut of transfers. He urged upon the Chief Minister to enforce the transfer policy as recommended in the Prime Minister's "Working Group on Good Governance" and to curb the transfer industry with a heavy hand. Flaying the coalition ministers for opposing the implementation of transfer policy in the recent cabinet meeting, Harsh Dev Singh urged upon the Chief Minister to be tough and to ensure that the powers of transfer were decentralized and not abused by the authorities concerned for vested interests and for extraneous considerations.
