Fire safety system in schools sans experts' consultation

JAMMU, May 17: Call it non-compliance of Supreme Court directions or violation of safety norms, private as well as government schools in Jammu region have installed fire safety equipments without the consultation of experts. If the experts are to be believed, the equipments being installed by the private and government schools don't meet the required criteria. The purchase of fire safety equipments was being done on the directions of Directorate of School Education and that too, from a particular dealer.
It may be recalled here that the Supreme Court had granted four weeks to the States/UTs on March, 2010 to file compliance reports on the fire safety measures for schools buildings. The apex court had passed the order after several states failed to comply with the Apex Court's April, 2009, direction on mandatory fire safety norms in the wake of the infamous Kumbakonam school fire tragedy in which 90 children perished.
Official sources informed that the state government, in order to save their skin from the wrath of the SC, ordered the Directors of School Education (both Kashmir and Jammu) to ensure the compliance of the order.
Notably, the Director School Education, Kashmir had directed the school managements falling under her division to go for the purchase of fire extinguishers only after having consultation from the local Fire Safety and Services Officer for meaningful compliance of the order. Official sources however, informed that the Director School Education Jammu, Zahida Khan failed to put the things on right perspective and the school management purchased and installed the "faulty" fire extinguishers without consulting fire safety experts.
"The purchase of fire extinguishers in Jammu division virtually turned into a big scam as it was directed to the school managements (government) to purchase safety equipments from a particular dealer who, in turns, sold equipments at different rates," maintained sources. As per the SC ruling, "Adequate capacity and numbers of fire extinguishers of ISI marks to be provided in eye-catching spots in each block of the school besides, fire alarm to be provided in each floor and for rural schools separate long bell arrangement in case of emergency." However, Director School Education Jammu, Zahida Khan was not available for comments.
