CM's Grievance Cell 'fails' to deliver justice | Directions of Cell are being ignored by the departments | | EARLY TIMES REPORT JAMMU, May 18: The much-talked about Chief Minister's Grievance Cell in the state seems to be failed in achieving its objectives and purpose as the majority of the appellant were not satisfied with "outcome" of the grievances. The state administration had claimed that CM Grievance Cell disposed off 7848 cases, describing it a "big achievement" for the State. If official sources are to be believed, the appellant were not happy with the "solution" to their problems, saying no considerable progress has been done. The appellants regretted, "Even after the directions of the Grievance Cell the departments concerned don't comply the directions and the aggrieved persons are not provided justice." The glaring example of it was the compensation case of a militancy-affected and disabled person, Inder Singh Manhas of village Sartingal in district Bhaderwah, who was yearning compensation from the PDD department in lieu of diversion of water by the department to the Power House Sartingal. "Due to diversion of water, the machines of Rice Husking, Wool combing, Cutter, and Lathe had become non functional. The water was diverted in October 2004. These machines were only source of income of the aggrieved person," said sources. After repeated appeals, queries and probably at the intervention of CM's Grievance Cell, the office of Managing Director, Jammu and Kashmir Power Development Corporation informed the Principal Secretary to Government vide letter no. PDC/eo/560405 dated 24/2/2010 that "The power plant has not been operational for years and there is representation in the case." As per letter by SDM Bhaderwah to the Executive Engineer, Power Development Corporation wide 33-34/PA/07, the Tehsildar Bhaderwah had reported that after going through the report of field staff and subordinate revenue agency the diversion of water from Haloon Nallah towards Power House Sartingal caused damages to the machines and became non-functional in October 2004. The loss assessed by the Tehsildar was Rs 2, 25,000 up to December 2006. General Secretary, Jammu and Kashmir Milchar Front K K Rao, who have extended an helping hand to the aggrieved person to get the compensation, stated that representations were also made to the Principal Secretary to the government, Power Development Corporation limited, Executive Engineer PDC Kishtwar, and other concerned authorities, but all in vain. He further said that they had also sent the grievance to the Chief Minister's Grievance Cell. The issue was not sorted out even after the grievance cell had instructed the concerned department to pay the compensation six times. Rao questioned, "What was the purpose of starting of a grievance cell when its directions are falling on deaf ears?" Chief Minister, Omar Abdullah launched the Grievance Cell in September 4, 2009 to provide an opportunity for the people of the State to register their complaints through web based application and get details about the status and nature of disposals.
