Role of politicians in Eradication of corruption | | | By Dr R R Khajuria It is quite heartening that simmering discontentment against corruption touching its zenith has assumed di-mention of open revolt against the political parties and specific illustration is senior congress leader and MLC Abdul Gani Vakil who dared asking chief minister Omar Abdullah to setup an independent commission to probe excessive wealth and assets / land amassed by some politicians including members of parliament and legislatures in the state and also ex-ministers. While addressing public functions at Pehalgam & Gund kilm in south Kashmir he emphasized that the government drive against corruption must be extended to politicians also and not confined to government officers alone. Exercising his moral authority rightfully, he exerted and asserted that tax payer people of Jammu and Kashmir have every right to know that corrupt people who were pauper the other day have become crorepaties over night. In a very forceful voice based on logic he stressed upon Omar Abdullah, the young chief minister that if he is really interested in wiping out the systems that lead to corruption, he must declare open war against corrupt ministers/ MLAs/ MPs/ MLCs whosoever they may be. People are fed up with the open loot of public money. The debunked state accountability commission warrants settingup of an independent commission for identification and severest possible punishment to the guilty politicians. Another silver lining in the dark clouds seems in scathing attack launched by Mr Balvinder Singh Sambyal Chairman Congress Seva dal- a frontal organization of congress who leveled serious allegations of corruption against ministers not sparing those even belonging to his party and demanded constitution of an independent commission to identify and punish the corrupt politicians. It is highly praise worthy the he minced no words in charging ministers for adopting corrupt practices and regretted that even the chief minister has failed to keep a check on his ministers since he is not taking any concrete and bold action against his ministers indulging in corrupt practices. Rather the government has legitimized corruption in the state. He opined that all corrupt ministers and legislatures belonging to NC as well as Congress must be fully exposed before the people to ensure accountability and transparency in the working of administration. Utterances of Y P Manahas another senior leader of congress seva dal has further corroborated the fact that corruption has touched pinnacles in J&K state and the people will have to fight it out in unison relentlessly. VKMI a socio spiritual voluntary organization engaged in inculcation of moral and ethical values in all segments of the society and fighting against corruption in politics, bureaucracy and civil society salutes the above three noted politicians with full regards and appreciations. Dispassionate analysis of prevailing scenario in the state will strengthen the aforesaid observations made by the three great politicians that the state government is not serious in stemming the rot of corruption since it has not taken any action in making the headless accountability commission, RTI Functional, nor made any serious exercise to depoliticalize the vigilance commission and give it more teeth and internal functional authority and powers. No step has been initiated to expel the tainted ministers from the ministry and dismiss corrupt high-up in the administration giving them life imprisonment and confesticating their entire property even after their retirement. Until and unless government demonstrates visible political will to root out corruption with requisite zest and grit by amending the present laws to hang two or three top corrupt big fish politicians, bureaucrats and rogues from civil society after completing trials and investigations within one year, overwhelming majority of corrupt ministers/ MLAs/ MlCs, commissioners secretaries, HODs etc shall never learn any lesson, nor sermons of Chief Minister, His Excellency the Governor and others shall prove of any practical use. It is disgusting to point out that while several ministers MLAs of previous and present government and those sitting in opposition go on talking about rampant corruption in administration, let them introspect and be honest and unbiased in their judgment about themselves. Were they/ are really honest by conviction. Author of this article is of firm belief that even a single sincere and honest committed minister/ MLA/ MLC belonging to ruling party or in opposition for making eradication of corruption from politics, bureaucracy and society - A mission of his life and is prepared to work consistently and persistently with passion at the cost of sacrificing his life and comforts and launches a regular crusade against corruption, his sacrifices shall never go waste. He will be joined by thousands of like minded people with passage of time. It is different matter that he may not see the golden auspicious day during his life. However we have shining stars among our legislatures like M/s Ashwani Kumar Sharma, Charanjeet singh, Tara Gami etc and some ministers like M/s Jora, Akhoon, Dr Manohar la Sharma etc but they have to come out of the cocoon of self centred thinking and actions confined to their constituencies and future prospects. They have yet to attain the stature to influence and embrace others by becoming role model politicians. Another pauseable ray of light across the long dark tunnel can be seen in the concerted efforts coupled with selfless onslaughts on corruption by a group of scrupulously honest and bold politicians / Legislatures irrespective of their political affiliations. If they join hands with firm commitment unstinted confidence and faith and sincerity of purpose, then they can accomplish this most Herculean and gigantic task nonetheless not impossible task. One simply wonders why honest legislatures from governments/ opposition benches do not stage dharna, walkout, move to well, create pandemonium, an unruly shameful scenes and stop working of assembly by forcing the government to take solid and bold steps to eradicate corruption from the state. Have they ever worked to generate mass voter awareness in their constituency?. This simply proves that either there is no politician to take-up this challenging job or no legislature bothers for this most baffling problem and all are self centered establishing “iss humam mai sab nange hain” courtesy all politicians for elevating status of J&K state from no 2 most corrupt and inefficient state in the country to the top most position. If legislatures of all the political parties demonstrate same unanimity, same sense of sincerity, , responsibility and commitment for eradication of corruption forcing the government to make use of E governance and RTI for ensuring transparency and accountability as also bringing about political/ electoral, administrative, judicial and police reforms etc like what they exhibit while getting their pays and perks enhance in a giff, then corruption shall vanish once for all.. It is too amazing and amusing to digest that the ministers go on talking loudly and openly that they will not tolerate corruption in administration and will punish the corrupt officers but neither the CM nor any minister has ever uttered even a single sentence that they shall have zero tolerance for the tainted and corrupt ministers/ MLAs/MLCs and punish the guilty. Instead when forced, they setup commission to probe cases against the guilty ministers /MLAs with a direction to prolong investigations till their tenure of 5-6 years is over rather they successful manage even one to two future elections but enquiry reports remain on papers or made to linger on in courts because CBI is their powerful tool. Thus making politicians insulated and immune to law. This is greatest disservice to the society and sin being committed by the politicians to the country and they are responsible for ruining the country / State. Politicians are the mirror of the society. Quality of thoughts and deeds of the politician are being reflected in the society in the form of degradation in moral and ethical values in all section of the society, corruption, inefficiency, violence, killer types of adulteration, scandals, frauds , black money and the like because they are not exception to “Jatha Raja Tatha Praja” a well said adage VKMI holds the unquestionable opinion that ministers/ MLCs must be given regular massive dose of moral and ethical values by arranging brain washing interface interactive capsule programs which should be applicable to the IAS/ IPS/KAS/KPS/minister and other senior officers also to get rid them of arrogance and rude behavior and attitude of bossism towards the commoners.
