PM's two-day visit to J&K generates hope | | | Prime Minister,Manmohan Singh's,proposed two-day visit to Jammu and Kashmir on June 7 has given rise to fresh hopes for some settlement of the Kashmir issue among people and political leaders,including the separatists, in the troubled state.The biggest interest in the proposed visit of Manmohan Singh relates to the possibility of the Prime Minister announcing some time frame for the resumption of dialogue with the Kashmiri separatists,especially those belonging to the camp of moderates.As far as the talks between India and Pakistan are concerned the suspense has been removed after the two foreign ministers,S.M.Krishna and Shah Mehmood Qureshi have decided to meet in Islamabad on July 15.This way Manmohan Singh's visit to Jammu and Kashmir is significant as he may try to involve the separatists in talks while addressing the internal dimensions of the Kashmir issue.That some development on Kashmir is round the corner is further indicated by the recent meeting the PDP patron,Mufti Mohd. Sayeed had with Manmohan Singh.In the meeting the Mufti suggested to the Prime Minister to address the internal and external dimensions of the Kashmir issue.It meant that the Mufti wanted the Prime Minister to concede the main clauses of the PDP's self-rule idea which provides for open borders,demilitarisation,repeal of the AFSPA and negotiations with Islamabad and with all shades of political opinion in Jammu and Kashmir,especially the separatists. Kashmir watchers believe that the Prime Minister is willing to accept some of the suggestions given by the Mufti and he may resume the dialogue with the separatists that has been stalled for the last about five years.The separatists are keen and willing to get themselves involved in the dialogue with the Government of India,especially the Prime Minister and his cabinet colleagues.It will be watched with interest whether Manmohan Singh reopens the channels of dialogue wih the separatists in Srinagar itself or fix a date for the meeting later in Delhi.It is also to be seen if the Prime Minister favours yet another session of the roundtable conferences on the pattern that were held over three years ago.But one thing is certain that the separatists,who matter in Kashmir,will not participate in the roundtable conferences if mainstream politicians were invited to such conferences.These separatists had boycotted the roundtable conferences during 2006-2007 despite the fact they had been invited to participate in those meets.Again it is to be seen whether the Prime Minister sets the stage for involvement of the Kashmiri separatists in the dialogue with Islamabad.Hitherto separatists have been demanding settlement of the Kashmir issue through triangular talks.Whatever may be the final outcome of the Prime Minister's visit to Kashmir reports have,in the meantime,started doing the round which suggest that Delhi and Islamabad were trying to evolve a solution to the Kashmir issue.There are,no doubt,other issues that await resolution but they are not as ticklish as the Kashmir problem is.Whether the two sides have decided to be flexible and sincere or whether both Islamabad and Delhi were being motivated by the US Government for settling the Kashmir issue is not as important as reports regarding a couple of solutions that were on the anvil are.One report said that ultimately Delhi and Islamabad may agree on the status quo in the sense that the borders were not to be redrawn and an amalgam of the self-rule idea, greater autonomy and Gen. Parvez Musharraf's four-point proposal could be given a definite shape for resolving the Kashmir issue.This amalgam has the potential of satisfying the aspirations of the people of Kashmir without hurting Delhi's and Islamabad's ego.But all this cannot materialise during the two-day visit of Manmohan Singh to Srinagar .It will take some time for the two sides to finally settle on one idea that could promote better ties between India and Pakistan.
