Early Times Report
Rajouri, May 22: Government apathy and indifference has pushed well educated and experienced teachers of Rajouri into a field of work they would not have even thought of in wildest of their dreams. But the question of survival makes anyone take up any work. Awaiting their salaries for the last 7 months, 450 Rehbr-e-Taleem teachers of Rajouri district who were appointed in October 2004 has forced some teachers to run auto rickshaw after duty hours to sustain their families.
In Rajouri, Education department had appointed 450 teachers in October 2004 as ReT teachers. According to rules, they had to be converted into regular salaried teachers in October 2009 but none of them have been regularized till date. Their salary sources said has been kept pending since October 2009 which has forced many teachers to adopt various means to earn bread and butter after duty hours. One of these 450 teachers, (who did not want to disclose identity) posted in a nearby village primary school has started this as a part time work. He drives auto rickshaw after duty hours. The teachers who attend the School at 8 AM, deliver lectures in the classroom and then immediately after this switch over to one more duty in a contrast of sorts.
"I started this work under compulsive circumstances……the Education department has withheld my salary in October. I am a poor man and have no source of income other than my salary which has been withheld", he said adding that he is postgraduate in Urdu but nevertheless does not feel shy to drive auto. "My duty is in village. I am teacher for the students there. No student knows I am driving auto as my school is 17 kilometer from Rajouri", he said. However added that he is very disappointed over the attitude of Education department who have withheld their salary for an unreasonable period now. There are many others like this teacher who had started to work after duty hours to earn livelihood but now they are facing another problem. "I had started a shop in my village and I used to work there in the afternoon after duty hours but now the department has given me another assignment of enumerator for Census", Murtaza Malik a local teacher said. He said that there are many other ReT teachers who have been given this assignment. " This is also welcome as it would fetch us some money …..We are ready to do that willingly but our salary should be released so that we can feed our family", he added. State General Secretary of ReT Teachers Forum Aftab Tantry when contacted said that Rajouri is the only district where teachers appointed in 2004 have still not been regularized. "Our colleagues are being harassed in the offices and they are not being given proper information about the salary", he said adding that they are being made to runfrom pillar to post in the sense that Zonal Education Officers are sending them to Chief Education Officer and CEO sends them to ZEO offices."We have been wandering in these offices for the last 7 months and nobody is listening to us seriously", he said adding that an ultimatum of strike is being served to government for settlement of all pending cases."We will observe strike from June 7 if authorities failed to regularize all these 450 teachers", he said.
Chief Education Officer Rajouri Gurcharan Singh when contacted admitted that these teachers are awaiting regularization since October 2009. He said that the department is verifying their cases and it will take another 15 days to complete the process. "All the teachers would be regularized within 15 days and their salary will be accordingly released", he said while making an appeal to ReT teachers to be patient.
