Panthers Party for four sessions of legislature | | | Early Times Report Jammu, May 23: The Panthers Party,which is,at present,engaged in extending its areas of influence in the Jammu region,favours holding of four Assembly sessions in a year.Initially some opposition parties were for holding three Assembly sessions in a year but the Panthers Party does not want to give a chance to the state Government to discriminate the Jammu region against the Kashmir valley by holding two sessions in Srinagar and one in the winter capital. Working chairman of the Panthers Party,Harsh Dev Singh,said that it should be made mandatory for the Government to convene the sessions of the state legislature four times in a year. He said let the summer and autumn sessions be held in Srinagar and the spring and winter sessions in Jammu. Explaining the rationale behind his demand Harsh Dev said that the budget session,even if its held for two months, is spent on the presentation of the budget proposals, adoption of these proposals and then on the approval of grants for 29 departments. He said invariably not many issues are debated and discussed on the floor of the House because of the grants and the discussion on the budget besides discussion on the Governor's address to the joint session of the legislature. The Panthers Party leader said that except for the question hour and that of the zero hour no other major business is transacted.In support of his contention he said that several important constitutional amendment bills, moved by the members,are not listed for discussion and vote because of time constraints. He said he had given notice to an important constitutional amendment bill seeking establishment of a delimitation commission during the last budget session of the Assembly but the Bill was not listed for debate and vote. Hence if four sessions, instead of two, are held it would allow the members sufficient time for tabling bills and resolutions on issues connected with the welfare of the people of the state. Harsh Dev said that during the last over 15 months there is hardly any evidence of the Government functioning being transparent and accountable. He said there is neither any transparency nor accountability and this lacuna can be corrected during debates, discussion in the two Houses of the State legislature. He said that there is a wide communication gap between the ministers and the legislators with the result the peoples' representatives are unable to get various problems redressed by the ministers. Harsh said that the only way to end this lack of communication and interaction was to convene four sessions of the Assembly where the members could raise different public interest issues. He said that there was a difference between the assurances given by the Chief Minister and his cabinet colleagues on the floor of the House and the one dished out in public rallies .Explaining it he said that assurances given by the ministers on the floor of the House have to be implemented failing which it could attract breach of privilege motion. It is only on the floor of the House that there is positive exchange of views between the treasury benches and the opposition,he said adding that the members find it easy to highlight the failures of the Government on the floor of the state legislature which ultimately forces the Government to take corrective measures.
