Hunt for Accountability Commission's new head still on | Dr Ashok Bhan being favoured by a set of police officers who say his appointment as new chairman would give new teeth to the commission | | EARLY TIMES REPORT JAMMU, May 23: Ever since its establishment in 2002 and despite the amendment in its Act the State Accountability commission has not been able to register its presence and importance. For most of the time the Commission has remained headless and during all these eight years no major case of corruption has been probed by it. In the recently concluded budget session, the State Legislature adopted a constitutional amendment to the Accountability Commission Act so as to restrict the jurisdiction of the commission to the allegations of corruption against ministers, legislators, advisors to the Governor and the Chief Minister, Chairmen of Corporations and autonomous bodies. After the amendment has been adopted the Commission, it can now enquire only definite cases of corruption and not entertain general public grievances. At one stage the Chief Minister, Omar Abdullah had constituted a two-member committee to select a panel of names for the chairman of the commission. So far no right person has been identified. Senior Government functionaries including top police officers had favoured appointment of Dr Ashok Bhan, who got retired as Director General Prisons a month ago, as chairman of the Accoun-tability Commi-ssion. Since Bhan has worked as Vigilance Commissioner for a number of years, he has the talent and experience to run the affairs of the Accountability Commi-ssion. A number of senior police officers, who have worked with Bhan, said "We have yet to see an honest and dedicated officer of the calibre of Bhan." They said as Vigilance Commissioner he had never bowed under pressure from top ruling politicians and if the state Government wanted to give genuine teeth to the Accountability Commi-ssion it should appoint Bhan as its chairman. Another set of officers said that even after retirement Bhan deserved to be given an important assignment which could help the state and its people to gain from his experience and talent. They said Bhan has been known in the police and the civil administration as an officer with a gentle and humane face but when it comes to dealing with cases of corruption there can be no officer as tough as Bhan. They said if the Government wanted to curb corruption in high places it should allow Bhan a chance to run the Accountability Commission and added "We are sure he will show the desired results."
