PM dishes out meaningful statement | | | "It is a visit to one of the states of the union."This is how Prime Minister,Manmohan Singh described his upcoming visit to Jammu and Kashmir.It is a crisp statement pregnant with deep meaning and that too when a minute earlier he told a press conference in Delhi that the central Government was ready for talks with all the groups which are outside the national mainstream provded they shun violence.A statement similar to the one made in the press conference in New Delhi on Monday was made by Manmohan Singh on a number of occasions between 2005 and 2007.While on one hand he had favoured dialogue with all the groups in Jammu Kashmir four years ago on the other hand he carried out the exercise of talking to various political leaders in the roundtable conferences.Kashmiri separatists,who matter boycotted these roundtable conferences on the plea that they could not sit with mainstream politicians whose opinion on the Kashmir issue was well known.These separatists wanted Manmohan Singh enter into dialogue with them separately.But during the last five years their demand has not been fulfilled and after the Prime Minister and the Union Home Minister declared recently their willingness to resume dialogue with those groups that are outside the national mainstream it allowed the separatists a chance to harbour hopes. Till two days ago these separatists were so much optimistic that the chairman of the Hurriyat Conference,Molvi Umar Farooq,laid certain conditions for the resumption of talks.He stated that talks could succeed if the Government set free all political detainees,withdraw troops from the civilian areas,repeal AFSPA,Public Safety Act and the Disturbed Area Act.He wants the talks to be Kashmir centric.Earlier the Maulana wanted Kashmiris to be given the right to choose their destiny and future.And he believes that when the Kashmiris are given the right to choose their future that alone could settle the Kashmir issue.How shall the Molvi treat Manmohan Singh's statement saying that his two-day trip to Jammu and kashmir will be a visit to one of the states of the union?This means that the kashmir issue is settled after the Prime Minister has categorically said that Jammu and Kashmir is one of the states of the Indian union. This way the Prime Minister has conveyed to the separatists and Islamabad that talks could be held for resolving other problems and issues.As far as Pakistan is concerned there are other issues,including water,Siachen mountain glacier,Sir Creek,terrorism,that need to be settled.And as far as the Kashmiri separatists are concerned there are issues including withdrawal of troops,repeal of the AFSPA,PSA,Disturbed Area Act, release of all political detainees,and human rights violations,that await resolution.And if Islamabad continues to insist on settling the Kashmir issue,which according to Manmohan Singh,is already settled,and if Pakistan harps on discussing only the Kashmir issue the upcoming foreign ministry level talks may elude peace in the Indian subcoinent.If the separatists want "Azadi" as the ultimate solution to the Kashmir issue there may not be a meeting ground between Delhi and separatists. Even if S.M.Krishna and Shah Mehmood Qureshi meet in Islamabad on July 15 it will be a mere cosmetic exercise.Even if the Prime Minister and the separatists decide to meet the dialogue will be on the lines of "we met and pledged to meet again."Well the only way out of the impasser is that both Islamabad and the Kashmiri separatists should shed inflexibility.Let them approach the negotiating table with open mind and sincerity and with a realisation that India will not allow the borders to be redrawn.(eom)
