Multi tier accountability to improve revenue realisation in PDD: Shabir

JAMMU, May 26: Minister of State for Power, Mr Shabir Ahmed Khan today convened a high level meeting of the officers of the power Development department to review the progress in revenue realisation during the current financial year .
The meeting was attended by Development Commissioner Power, Mr Asgar Ali, Chief Engineer PDD, Chief engineer EM&RE, Chief Engineer Systems and operations, Chief Engineer Commercial and Survey and other senior officers of the department
Speaking on the occasion, Mr Khan said that strict measure will be taken to regulate the power purchase for the state within budgeted provisions and also meet the revenue targets .He said that steps are afoot to streamline and improve the power scenario in the state by increasing the revenue receipt of the department
He has directed the concerned officers to ensure that the targets laid for the current financial year are achieved on time adding that a multi tier accountability system has been formulated for realisation of the more revenue. The minister has directed the concerned officer that in case the monthly bills are not paid by the consumers on time the accounting wing of the revenue agency of the department will issue disconnection slips and the connections will not be restored by distribution agency without clearance of pending ability.
He added that the Divisional level accountability will make the Executive engineers ,Superintending Engineers responsible for due account of electricity drawn from feeders under their jurisdiction and raising bills for as per the applicable tariff. He has directed the Chief Engineers to provide the complete data in this regard on monthly basis and take appropriate action against officers responsible for default.
The chair was informed that the revenue realisation for the month of April was Rs 4778.25 lakh against the target of Rs.57339 set for the year 2010-2011 which stands to 51.42% of realisation targets.
The minister has exhorted the need to bridge the gap between revenue realisation and revenue generation for improving the power scenario. He has stressed on the need to check power theft and revenue deficits of the department.
