Early Times Report
Jammu, May 26: The leadership of the All Party Hurriyat Conference,a conglomerate of moderate separatists, believes that Prime Minister,Manmohan Singh's Monday's statement, while referring to his upcoming trip to Jammu and Kashmir, that "it is a visit to one of the states of the union"could be a rejoinder to Syed Ali Shah Geelani who has been saying that he would join talks only if the Government of India treated Kashmir as a disputed territory.
"Well Manmohan Singh cannot be faulted if he has said that he would be visiting Jammu and Kashmir which is one of the states of the union because as Prime Minister he cannot say anything duifferent from this,"said a senior Hurriyat Conference leader. He said that right from 1947 India has been treating Jammu and Kashmir as part of the Indian union but "we dispute it." When asked to comment on the Prime Minister's statement another Hurriyat Conference leader,Prof. Abdul Gani Bhat, said that "whether Delhi agreed or not Kashmir is a disputed territory." He said that the three wars the two sides fought, series of agreements between the two sides including the Tashkent and the Simla agreements lend evidence to the fact that Kashmir remains a disputed territory.
Bhat said that on many occasions the successive Prime Ministers of India have stated that they were willing to disuss all problems, including the Kashmir issue, with Pakistan."When the two sides agree to discuss Kashmir it means that there is a dispute over Kashmir,"he added.
In reply to another question Bhat said that even after India agreed to reopen the channels of dialogue by hosting foreign secretary level talks in Delhi on February 25 which is to the followed by talks between the Indian foreign minister,S.M.Krishna and his counterpart in Pakistan,Shah Mehmood Qureshi on July 15 there is no indication that Delhi is opposed to discussing the Kashmir issue. He said that whenever the Prime Minister chose to resume dialogue with "us we will exchange views only on Kashmir because we want an honourable and durable solution to the dispute."
When reminded that Manmohan Singh's statement that he will be visiting one of the states of the union meant that he did not treat Kashmir as a dispute Bhat said "it is a question of political romance."He added that had not Kashmir been a disputed territory why would have about one lakh people lost their lives during the last 20 years while campaigning in favour of durable settlement of the Kashmir issue. He said that in the past Delhi has accepted that Kashmir is a bilateral issue while it rejected the demand for a third country mediation.
Bhat said that since the Prime Minister has announced that he was willing to hold talks with all those who are on the other side of the mainstream indicates that Delhi is convinced that the kashmir issue cannot be solved only through a bilateral dialogue between India and Pakistan but a solution can be hammered out through triangular parleys. He said "we have been supporting triangular talks and we are willing to cooperate with Islamabad and Delhi for making the talks result oriented.
