CBI raid on DD Producer's office, house in Srinagar | Probe begins in fraudulent payments; records in music section seized | | EARLY TIMES REPORT SRINAGAR, May 26: Central Bureau of Investigation (CBI) today conducted raids on the office and residential house of a female producer of Dooradrshan Kendra (DDK) Srinagar, seized records and sealed both the places. With this, CBI has launched its second consecutive investigation into fraudulent payments made by some DDK Srinagar producers on account of making in-house music programmes. Informed sources told Early Times that a CBI team conducted a surprise raid on the office of DDK Srinagar producer and head of music section, Kausar Parveen, at 0730 hours. The team seized records and finally sealed the producer's office, pending detailed investigation into the in-house musicals she has claimed to have produced in the last several years. Sources said that within an hour, CBI extended the raid to the female producer's residential house at Indira Nagar. It conducted a room-to-room and almirah-to-almirah search and left the house in an hour but only after sealing all but two rooms. Sources said that the female producer was present at her house alongwith her husband, Rafeeq Malik, who is also working as a cameraman at DDK Srinagar. Inmates, including the DD officials, were subjected to cursory questioning but nobody was arrested. Thereafter, the CBI team also conducted the residence of Kausar Parveen's assistant, Noor Mohammad Qazi, in Rawalpora area. Here again, several documents were seized. According to sources, CBI has launched a detailed investigation into the in-house programmes purportedly produced by Ms Kausar Parveen. It has reportedly received specific allegations that the female producer had claimed and withdrawn huge payments on account of making hundreds of programmes. On her confirmation and recommendation, payments worth Rs 3 Crores have been made to fake facility providers, who include a number of the DD official's relatives and acquaintances. Sources said that CBI has also received specific allegations of irregularities and embezzlement of funds worth Crores of Rupees that have been provided by Union Ministry of Agriculture for making a special farming programme titled 'Krishi Darshan'. According to these allegations, Union Ministry of Agriculture has been regularly providing funds at the rate of Rs 50,000 to Rs 70,000 for making each programme of 'Krishi Darshan' on Beta and DVC Pro-50 format. However, it has been observed, that the five-days-a-week series, that has already run for over seven years, has been entirely shot on the low quality PD 150 and even more inferior formats with total expenditure of not more than Rs 6,000 on each programme. Thus funds worth more than Rs 5 Crore are estimated to have been embezzled on account of making 'Krishi Darshan' by officials of DDK Srinagar. It has been observed that most of the segments---even full edited programmes---have been repeatedly telecast as the "fresh programmes" and fresh payment has been withdrawn from the exchequer. DDK officials have, in fact, assigned "complete turnkey job" from shooting to interviewing to editing to a privately hired cameraperson inspite of DD having its own camera crews, state-of-the-art cameras and post-production equipment. In 2009, CBI had registered a criminal matter against the producers of a morning show of DDK Srinagar, titled "Subhai Subhai" with a series of raids on the station and sustained questioning of a number of DD officials and a group of private producers allegedly involved in fraudulent acquisition and payments. Sources said that over 300 DD officials and private producers have been questioned by CBI and the investigation was nearing completion.
