Need for Strengthening security grid on rail tracks in J&K | | | After the Maoists targetted the railway track in Maoist infested Midanpore area of West Bengal on Friday,in which 78 people were killed and 200 injured strengthening of the security grid on the 53-km long Jammu-Udhampur rail track and between Qazigund and Baramullah in the Kashmir valley is called for to prevent Pakistan trained militants from attacking the railway services.Though since March 31,2010 militants have not targetted the railway track in Kashmir but they could be influenced by the designs of the Maoists who have been able to kick up bigger violence in various areas of the country.It was on March 31,2010 that militants blew up a three metre long rail track in Pulwama district.Since the mischief had been committed during the night there was no casualty as there were no train services on the route during the night hours. The track had been blown up with IEDs and militants,operating in Jammu and Kashmir,continue to be in possession of huge quantities of explosives,including the IEDs,grenades,RDX,which they could use to disrupt the rail services.In fact the entire rail tracks between Pathankot and Udhampur and between Qazigund and Baramullah are considered highly sensitive to militant attacks.Between 1999 and and 2002 militants targetted rail track between Kathua and Jammu and in August 2001 three militants opened fire on the Jammu railway station in which 11 people were killed.Since then both the Railways,state Government and the Union Home Ministry have taken steps for strengthening the security grid between Pathankot and Udhampur rail route.Round the clock patrolling by security personnel has been intensified on the entire track and flood lights have been installed to prevent militants from taking advantage of darkness while blowing up the track.In fact the Naxals have made it a point to target the trains and during the last 10 days four such incidents have taken place in the Maoist infested areas. As far as the rail route between Jammu and Udhampr is concerned it passes through various gorges and highly isolated places.When compared to other areas in the country the rail routes between Jammu and Udhampur and between Qazigund and Baramullah pass through very sensitive areas which require additional deployment of security forces.One is surprised when one finds that the CCTVs at Jammu railway station and on other railway stations within the state usually remain out of order.It takes months together for the concerned agencies to rectify the faults.This needs to be avoided and it would be better if the Ministry of Railways maintains a buffer stock of CCTVs so that whenever some machines developed fault they could be replaced within minutes.In addition to this the security grid on railway platforms and wayside stations between Kathua and Udhampur and between Qazigund and Baramullah needs to be further strengthened.The state of Jammu and kashmir has been plagued by insurgency during the last 20 years and hence it is mandatory for the central Government to provide additional security cover for the train passengers.More than 15 trains touch Jammu and this way nearly 15,000 passengers travel to and from Jammu everyday.You cannot leave these passengers to fend for their security.Yes,there is the utmost need for tightening the security on the rail tracks in the entire country which may be a difficult task when over 7,000 trains operate in India per day carrying 13 million passengers.But a beginning has to be made.
