Full Court issues guidelines to judicial officers | | | EARLY TIMES REPORT Jammu, May 30: The Full Court meeting today laid down guidelines for judicial officers to be followed strictly during visit of Chief Justice and high court judges. The meeting was held with Chief Justice Dr Aftab Saikia in chair. Later the Registrar General, MK Hanjura issued a circular to this effect. The circular reads: " No judicial officer shall receive, see-off or visit the visiting Chief Justice/ Judges during Court hours. A senior non-judicial administrative officer will receive and see-off the visiting Chief Justice/ Judges during official visit and provide protocol services to them as per norms." The circular adds: "If the visiting Chief Justice/ Judges of the High Court want to hold a meeting or address the Judicial Officers, it will be done either before or after court hours. If the visiting Chief Justice/ Judges want to call judicial officer for official purpose, he will be called either before or after the court hours. No judicial officers will visit the Visiting Chief Justice/ Judge unless called for official purpose. No arrangements for any private visit of the Chief Justice/ Judges shall be made by any Judicial officers. If an arrangement in connection with an official visit of Chief Justice/ Judge is required to be made by the District Judge or Chief Judicial Magistrate, all the bills shall be raised in names of and the payment shall be made directly by the High Court to the extent permitted under rules. Personal funds will not be used by any judicial officer for this purpose." The circular also restrains the judicial officers to arrange any private trip including any excursion trip or visit to a religious place for the visiting Chief Justice/ Judges. "No judicial officer will arrange hotel, food or transport for the visiting Chief Justice/ Judges, their staff members and security personal. No judicial officer or court servant will offer or provide any gift and hospitality to the Chief Justice/ Judges. No function will be organized by judicial officer during the visit of Chief Justice/ Judges, except official functions organized on written direction and at the cost of the Govt. Any violation of these instructions will be considered as gross mis-conduct rendering the concerned judicial officer to strict disciplinary action." ---JNF
