Anonymous letter to Vohra exposes groupism in JU

JAMMU, May 31: There seems to be no end to the chain of troubles in the University of Jammu (JU), as immediately after conclusion of students' agitation over the issued of police deployment its senior administrators are now virtually at loggerheads with each other for the sake of plum postings originating mainly due to groupism. Few days ago, precisely on May 25, P K Koul, Deputy Registrar, who is due to retire on today (May 31), relieved from the additional charge of Joint Registrar (Budget and Finance) was transferred to a higher post of Joint Registrar in Bhadarwah campus, just 6 days before his retirement. Interestingly, the charge of Joint Registrar (Budget and Finance) was not handed over to any other person and the Incharge Registrar Dr P S Pathania will take care of the said responsibilities, which has created storm into the eyes of those who were the strong contenders for the said position but not posted there.
Annoyed with the calculated and planned move of the University Administration, the senior administrator, rather who lost the opportunity, have revolted against the system, not openly but, anonymously. In the series, a complaint letter has been reportedly addressed to the Governor, who is also Chancellor of the University. The dejected senior administrators, selected in number and easily identifiable, in an anonymous letter have termed the state of affairs in JU as sad and dismal. They have even termed the Vice-Chancellor an administrator with lack of experience, who is allegedly hoodwinked into the hands of three-four people to take wrong decisions like Registrar Dr P S Pathania and Special Secretary Neeraj Sharma. The recent transfer of P K Koul to Bhaderwah Campus, just six days before his retirement, has been attributed to Dr Pathania's scheme of things. The letter said, "Dr Pathania has got his blue-eyed boy P K Koul, Deputy Registrar who is due to retire on May 31, 2010 transferred to a higher post of Joint Registrar in Bhadarwah campus - 6 days before his retirement through which he is boosting that he will get Koul re-employed against this higher post on June 1, 2010 and second he has managed to get the charge of Budget and Finance sections himself." In the letter, several objections have been allegedly attached to the transfer and posting of Koul that included:
1) Joint Registrar post of Bhadarwah campus has been advertised and pending interviews. How can they make such an arrangement without being transparent and considering candidates who have since applied?
2) One Assistant Registrar, who is a relation of Dr Pathania, was appointed against the post at Bhaderwah and two months back transferred along with post to the main campus to create need at Bhaderwah and has been given the plum posting as Assistant Registrar of Colleges. Appointment at Bhadarwah was made with clear advertisement that selected candidates shall have to serve at Bhadarwah only.
3) The person who has been appointed by Council as Joint Registrar has been posted to some other post and Registrar has managed to get the charge of Joint Registrar - which in all possibilities is to indulge in malpractices and take all things in his control, as he has earlier also drastically failed in this post and was removed by Prof Mattoo.
