EARLY TIMES REPORT
JAMMU, May 31: The Kashmiri Pandits are at the cross roads of history as there is no unanimity among the community on the return and rehabilitation formula floated by the Government for the displaced people from Valley.
While a sizeable section of unemployed displaced youth including males and females have filed up their forms for 3000 Government jobs announced under PM's package for the displaced youth, the apprehensions are growing about their safety and security after they join the Government services in different parts of Kashmir under the prevailing circumstances.
The majority of KP organizations including three factions of Panun Kashmir, Jammu & Kashmir Vichar Manch, All State Kashmiri Pandit Conference (ASKPC), Kashmir Samiti Delhi, All India Kashmiri Samaj (AIKS) All India Kashmiri Pandit Conference (AIKPC) All Kashmiri Pandit solidarity Conference (AKPSC), Kashmiri Hindu Conference (KHC) and Roots In Kashmir (RIK) find fault with the return formula floated by the Government and term it a deliberate attempt to further disintegrate the community. These organizations have openly voiced their concern against the return move and rejected it out rightly.
"The KPs are not opposed to return but ``we are for return with retention'' There should not be another migration after 10 or 20 years as has happened in past especially in 1989-90, said Dr RL Bhat, Member Apex Committee. The Government was misleading the youth on the name of employment as the ground situation in Kashmir is totally fluid and there is no conducive atmosphere for the return of the community.
“Our youth will feel suffocated in the prevailing atmosphere in the Valley where the gun still rules the roost''. The Government should take the well meaning leaders of the community into confidence on return formula, as any step taken in haste will boomerang, he added.
The same are the views of ASKPC Delhi Spokesman Kundan Kashmiri a strong protagonist of Kashyap State for over seven lakh Kashmiri Pandits in the Valley. The Pandits can't live in Kashmir along with majority community now as it has totally rejected the composite culture in 1989-90 after joining the separatist forces and terrorists who were responsible for the mass exodus of Pandits. ``We also demand a high level judicial probe into the mass exodus of the community in 1989-90 and action against the culprits'', he added.
Kashmiri said the only solution to the KPs problems and Kashmir issue is carving out of a separate state for this minuscule minority within Valley under the name of Kashyap State with free flow of Indian Constitution.
However the protagonists of Margdarshan resolution of 1991 are totally committed to homeland for seven lakh Kashmiri Pandits within Valley. All three factions of Panun Kashmir term the Homeland is the only solution to geo-political aspirations of KPs.
The PK leaders including Dr Ajay Chrungoo and Ashwani Kumar Chrungoo in recent statements have warned the Government against mixing the employment with return formula saying the two are separate issues.
This view has also been endorsed by AKPSC chief ON Trisal who not only strongly advocates for a separate homeland within Valley blames the mainstream politicians for the present plight of the Pandits.
Both Trisal and PK leaders have also cautioned the Prime Minister against holding any kind of parlays with separatists Hurriyat leadership or Pakistan on resolution of Kashmir issue and stressed on implementation of Parliament resolution of 1994 which stands for liberating PoK from clutches of Pakistan which has been forcibly annexed by the neighboring country.
However another faction of Kashmiri Pandits finding fault with homeland and Kashyap state formula are demanding construction of a single township for the rehabilitation of displaced Pandits in Valley. This group includes Jammu and Kashmir Nationalist Movement (JKNM), Kashmiri Hindu Conference (KHC) and Roots in Kashmir.
KHC leader PL Koul Badgami and RIK convener Vir Saraf said that they fully endorse the formula of single township within Valley given by Dr KN Pandita a community think tank and JKNM convener.
