Pak needs to keep Kashmir issue under carpet

Even if it is a small change in its policy towards India it is appreciable.For the first time Wasington has made it clear that it was for Delhi and Islamabad to first settle the issues pertaining to terroism and trade instead of getting stuck while debating the Kashmir issue only.The US Assistant secretary of state for south and central Asia,Robert Blake,has stated that it was in the interest of peace that India and pakistan settle the issues related to terrorism and trade and then focus their attention on the resolution of the Kashmir issue.In the past Washington used to display pro-Pakistan bias in its foreign policy.Yes,it continues to provide heavy military and nonmilitary aid to Pakistan but since George Bush onwards Washington has been trying to maintain a balance between India and Pakistan for different reasons.It continues to befriend Pakistan because it wants to motivate Islamabad on fighting against the Talibans and the Al Qaeda,whom the US
Government treats as its worst enemy,and is keen on establishing its military bases on Pak-Afghan border belt.Washington has been trying to promote cordial relations with Delhi because it finds India's support essential for countering terrorists.Whatever may be the reason for Washington to suggest to Islamabad to first settle issues pertaining to terrorism and trade the advice carries lot of sense.If Islamabad and Delhi decide to discuss and settle issues related to terrorism,trade and even water the bilateral talks can prove result oriented and meaningful.Once Islamabad insists on discussing the Kashmir issue first the talks can hit boulders because of the fact that the two sides have divergent stand on the Kashmir issue.While Delhi treats kashmir as an integral part of India for Islamabad Kashmir is its "life-line."Islamabad wants Kashmir to be incorporated with Pakistan because of being a muslim majoity state while Delhi believes that as part of
India Kashmir defeats the idea of two-nation theory.It is time for Islamabad to realise that series of talks in the past ,to be precise from 1963 onwards,between India and Pakistan have neither been meaningful nor result-oriented because Islamabad has been insistent on making these parleys as Kashmir centric.The failure of these talks is said to be the main reason for further rise in the level of mistrust between the the two sides.With the possibilities of the two sides coming to some agreement on kashmir having become remote Islamabad sponsored a proxy war against India in Jammu and Kashmir from 1988-89.And the state has witnessed the dance of death and destruction because of the operation Topac,conceived and implmented by a former military ruler,Gen.Ziaul Haq,21 years ago.It was because of this operation Topac that Pakistan succeeded in causing economic bleed of India as Delhi had to spend several thousand crores of rupees on security related
matters in Jammu and Kashmir.Peace has been destabilised in the South Asian region and key to normalcy lies in friendly ties between Delhi and Islamabad.Hence it would be in the interest of peace in the subcontinent and in the interest of survival of people in Jammu and Kashmir if Islamabad listened to the advice given by Robert Blake and decided to keep the kashmir issue under the carpart and start settling the issues pertaining to terrorism,trade and water.Both India and Pakistan continue to face energy crisis because both the sides do not have adequate resources for establishing major hydel power projects.The two countries face severe economic,social,health and industrial problems because of resource crunch.And both Islamabad and Delhi can spare huge sums of money in all these sectors once the two shed animosity and learn to live as friendly neighbours.As ties improve both sides can reduce annual allocations on defence which could be utilised in the sectors of industry,health and education.
