Security forces intensify anti-insurgency operations

Attempts are afoot in Kashmir at demoralising the security forces,especially the troops whether they are deployed within the state or on the borders.Whenever there is a public or political uproar over even minor excesses being committed by the security forces the top brass of the police,the paramilitary forces and the Army issue
instructions to the men in Khaki and in olive green to be careful. Those who are found to be involved in some cases of human rights violations are penalised.Well right from soldiers to the top Army officers anger surfaces when false allegations against the forces are levelled.There have been occasions when the higher authorities get forced to direct the security forces either to lie low or postpone their anti-insurgency operations.It is during thse periods that the militants get a chance to regroup and to extend their bases in the state.Well this time credit should be given to the Government and the top brass of various security agencies for avoiding getting bogged down under the clamour of separatists over human rights violations.And when Chairman Hurriyat Conference,Molvi Umar Farooq,announced the other day that state terrorism and talks cannot go together it was meant to unnerve Delhi so that security forces could be directed to stop anti-insurgency
operations.There were apprehensions that the security forces may be asked to lie low after the public uproar over the Nadihal fake encounter in which three civilians are said to have been killed.No,the security forces,in fact ,intensified their counter insurgency operations and ironically more than four militants were killed in Rafiabad which has witnessed angry demonstrations over the Nadihal fake encounter.During the last one week more than 15 militants have been killed in various parts of the state.Inside reports say that the security forces are under orders to intensify their anti-insurgency operations so that those groups of militants that had sneaked into Jammu and
Kashmir during the last three months were eliminated.As the anti-militancy operations have been given teeth agencies across the LOC too have become active by way of brining more militants on the launching pads across the entire North Kashmir sector and across Poonch,Rajouri,Akhnoor,R.S.Pora and Samba.The plan is to push into Jammu and Kashmir as many militants as possible so that rebels do not face man power shortage.Police are categorical in saying that the number of encounters between the security forces and the militants during the last three months is not the result of any offensive having been launched by the rebels but on account of seek and destroy
operations launched by the security forces.The security forces have been directed not to wait for militants to strike but force them to come out of their hideouts so that they could be eliminated.senior functionaries of security agencies do admit that they would have forced the militants to be on the run had not the separatists and other
extremists in the Kashmir valley incited people to take to the streets on one pretext or the other.What seems to have surprised Delhi is the way moderate separatists,especially those belonging to All Party Hurriyat Conference(M),have begun adopting hard postures by inciting people to stage unruly protest demonstrations.If these moderates continue to be on the offensive Delhi may have to think twice before inviting them for talks. Prime Minister,Manmohan Singh,announced in Delhi recently that talks could be held with those sitting on the other side of the fence provided they shun violence moderate separatists wrongly believed that Delhi was under pressure to resume talks with the separatists.Hence even the moderates have started laying preconditions for talks.While the Hurriyat(M) demands withdrawal of troops,repeal of AFSPA,PSA and release of all political detainees the Hurriyat(G) wants Delhi to accept that kashmir is a dispute.And Delhi is not willing
to accept any dictation from the separatists and if there is no change in their stand the possibilities of the resumption of Delhi-separatists dialogue are remote.(
