Will PM announce employment package for J&K youths?

Though the separatists have given a call for total shutdown for Monday when Prime Minister,Manmohan Singh,lands in Srinagar on a scheduled two-day visit to Kashmir,majority of people,including over 4.50 lakh Government employees,expect some gift from the central Government. The rising hope for some financial aid is the result of the past experience when during his previous visits to Jammu and Kashmir,since 2004,Manmohan Singh has sanctioned various programmes for the reconstruction activities in the state.It is during his time that the Srinagar-Muzaffarabad road was thrown open for travel and later for trade.It was during his time that the rail services between Qazigund and Baramullah became a reality.He has been liberal in sanctioning several thousand crores under reconstruction programme.Whenever he has visited the state he has been magnanimous towards the refugees and the Kashmiri migrants.He has been responsible for giving a nod to the
cornstruction
of several hundred crore housing project at Jagti in Nagrota.It has been during his tenure that an employment package was sanctioned for the Kashmiri migrant youths.Ruling political leaders are thankful to him because he has been instrumental in facilitating Jammu and Kashmir Government to increase the budgetary grants on various activities.Whether credit be given to Manmohan Singh or Sonia Gandhi or both the Congress in Jammu and Kashmir has been able to share power in the state since 2002,first with the PDP and then with the National Conference.This became possible only when the Congress fared well in the 2002 and 2008 Assembly elections.In the context of these developments Manmohan Singh's upcoming visit is being watched with deep interest.The ruling coalition leaders do not seem to be perturbed over the call for shutdown given by the separatists because the extremists have given such calls even at the drop of the hat.Since people do not expect any
major change in the political and administrative arrangements between Delhi and Srinagar what then causes interest among people and politicians in the visit of Manmohan Singh.Ostensibly it is some more economic package people and the ruling coalition leaders expect from the Prime Minister.Already the centre has helped the state by sanctioning about Rs.2000 crores for purchasing additional power from the national grid and people expect that he may announce central help for the construction of additional hydel power projects in the state.Besides these fringe benefits the political leaders and people expect the Prime Minister to announce a major employment package for the unemployed youth in Jammu and Kashmir.The number of unemployed youth has crossed over five lakhs and the state Government has neither the resoruces nor the vacant posts to provide employment to all the unemployed youths.Hence the state Government expects the Prime Minister to announce
some special quota for unemployed youth in Jammu and Kashmir in the Army,Navy,Air Force,paramilitary forces and central public sector undertakings besides the railways.Indications are that the Chief Minister,Omar Abdullah,may again broach the issue of withdrawal of troops from within the civilian areas and repeal of the AFSPA with the Prime Minister on the plea that delay in doing so had increased the incidents of human rights violations in the state.Political observers say that a busy leader like Manmohan Singh would have not agreed to visit Srinagar simply to address the comvocation of the Sheri Kashmir university of Agricultural Sciences and Technology for which he had received an invitation from Governor,N.N.Vohra.His visit is to promote further his accord with people of Kashmir as the ensuing visit is his second trip during the last eight months.
