US throws a diplomatic ball to fox Manmohan on the eve of his J&K visit | | | ABID SHAH Early Times Report NEW DELHI, June 6: The United States has somehow kicked the Kashmir ball before India and Pakistan on the eve of Prime Minister Manmohan Singh's two-day visit to the troubled border State. Reports reaching here from Washington say that US National Security Adviser James Jones has hoisted an offer by US to act as an interlocutor between New Delhi and Islamabad to bring a lasting solution vis-à-vis Kashmir tangle. This offer has come with a few ifs like the desire by both countries to take the US offer but with hardly any buts, given the US desire to bring India and Pakistan to permanent truce. And there are a few sops that accompany this like the US deep concern over terrorism faced by India and in Pakistan's case to set it on and help in maintaining its progressive pace that faces the challenge from extremism. The offer by US to act as interlocutor is likely to be rejected by India since it is against Shimla Agreement reached between India and Pakistan to keep Kashmir to the limits of bilateralism. Yet it is taking time since today is Sunday and an appropriate response may well be reserved to come from Prime Minister who would be in Jammu and Kashmir tomorrow. The development is also intriguing since it looks like to be forcing India to react right from the top level because of its timing. Jones has expressed happiness on the part of his country over resumption of dialogue between India and Pakistan but his move is marked by American impatience to bring India and Pakistan round to Washington's point of view. Moreover, the move also takes attention to US desire to step up its South Asian diplomacy to pave the way for a gradual withdrawal of NATO troops from Afghanistan. America under President Obama has been trying to redefine Afghan problem as a regional issue where neighbouring countries, including India and Pakistan, can turn out to be more effective in finding a solution by performing the task of peace keeping in Kabul till it assumes some degree of peace and political stability. Besides this, US insist to force peace between India and Pakistan on all fronts including Kahsmir since both the countries have nuclear weapons. Nonetheless, the offer made by Jones poses a challenge for Manmohan Singh when he visits the Valley tomorrow since the US move suits the separatists more than New Delhi at least for the moment and may be also through the days to come. This is also in sharp contrast to Chief Minister Omar Abdullah's earlier assertion that Prime Minister's visit was more to keep an academic engagement or convocation and review developmental work rather than hold talks of political and diplomatic nature with separatists or their emissaries.
