Time for separatists to accept PM's dialogue offer

It does not matter if people in Kashmir were inconvenienced by the restrictions imposed on the vehicular movement and by the jamming of the cell phones and the internet services when the state expects additional financial assistance from the Prime Minister.While the Prime Minister left his residence in New Delhi for boarding a flight on the Indira Gandhi International Airport seven flights were diverted and 12 were delayed.The airport had to be cleared for a hassle free arrival and departure of Manmohan Singh. People in the valley faced many a difficulties.Examinations were postponed and restrictions had been imposed on the movement of people on cerrain routes.If not anything else terrorism has forced the VIPS and VVIPs to keep common people at an arms length.Whenever these VVIPs and VIPs have to address public rallies a 40-feet chasm separates them from the crowds.And the widening distance between the people in Jammu and Kashmir and the top political
leaders in the country becomes evident whenever some VVIP visits the troubled state.And when Prime Minister,Manmohan Singh arrived in Srinagar on Monday there were no road or river processions.Prior to the rise of insrgency in Kashmir taking VVIPs from Delhi or some important foreign dignitaries in a river procession used to be part of the reception.While people responded to the call for shutdown the enforcement of restrictions on the movement of people and the vehicles by the state authorituies saw Manmohan Singh reaching the Raj Bhawan area under an eerie silence.Normal life had been paralysed because of the shutdown.And the call for shutdown had been given by the separatists to register their protest against what they called fake encounters and human rights violations by the security forces.Terrorist activities in Kashmir,during the last over 20 years,have made scenes like groups of common people garlanding top political leaders in the Lal Chowk
area a thing of history.On does not see top political leaders shaking hands with common people and exchanging garlands.You have not witnessed half a million people listening with rapt attention to leaders from Delhi. If the authorities pressed into service UAV to prevent militants from carrying out any suicide attack there was nothing abnormal about it.If the passenger traffic from Shalimar-Nishat belt to Lal Chowk had been suspended from the Dal Lake area it had to be the case as part of the security drill.If even the top Government officers were frisked at the entrance of the SKICC,where the convocation of the Agricultural University was held,there was nothing uncommon about it.If the VVIPS and the VIPs,visiting Kashmir,land on the technical airport,instead of the civil airport,it is again a part of the security drill.Well after the assassination of Rajiv Gandhi the blue book provides for maintaining atleast a 40-ft distance between the people and
the VVIPs in the entire country.Invariably VVIPs have to speak to the people and even to the top political leaders,scientists,technorats and bureaucrats in seminars and conferences while standing behind the bullet proof screen.Well Manmohan Singh had a clear cut message for the people of the state and the separatists and militants.He has dished out an assuranced regarding central Government releasing additional funds for the development projects in Jammu and Kashmir.In the same breath he said that he was willing to talk to those who abhor violence which indicates that Manmohan Singh has reiterated what he had stated in Delhi a month ago.This way the possibilities of immediate dialogue between the centre and the separatists seem to be remote.It can be in the interest of peace if the separatists and militants shun the path of violence and accept Prime Minister's offer for talks.(eom)
