Committee to monitor progress of development projects | | | Early Times Report Jammu, June 9 : Follow-ing Central Government's insistence that implementation of various development projects in Jammu and Kashmir be completed on time to prevent the State from suffering losses, the National Conference-led coalition government has decided to set up a high powered committee headed by Chief Secretary to monitor the progress of each project Official sources said that the idea of setting up a high powered committee was taken after Finance Minister, Abdul Rahim Rather, noticed that funda sanctioned by the 12th Finance Commission Award had not been fully utilized with the result that a major portion of these funds lapsed after the passage of the Award. The State Government has noticed that the specific need-grants and some other sector-specific components of the previous Award were not fully utilized. This had resulted in great financial loss to the State as the un-utilized portion lapses at the end of the Award period. There are various stipulations attached to the release of such grants such as preparation of detailed plans of action, project reports, and proper sanction by the prescribed committees at the Centre and periodical submission of progress reports and utilization certificates in a time bound manner. In order to ensure 100% utilization of the grants awarded by the Thirteenth Finance Commi-ssion, the government shall constitute a high level empowered committee headed by the Chief Secretary to monitor the progress of expenditure on all the relevant items. A Finance Commission Cell in the Department of Finance shall keep regular tab on the periodical progress registered by the concerned departments. Each department shall also make comprehensive quarterly review of physical and financial progress and apprise the Chief Minister about such progress. Sources said that owing to red tape-ism and procedural complexities the State Government could not spend more than 25 per cent of Rs.31,000 crores under the Prime Minister's Reconstruction Programme during the last six years. According to this source, the State Government has approached the centre to allow the unspent funds to be utilized during the corresponding years. It has explained to the centre that since the working season in Kashmir valley and Ladakh remains confined to four to seven months in a year, many of the schemes could not be completed on time. Sources added that besides this, the state Government has approached the centre not to withhold release of other installments of funds pending the receipt of the utilization of funds. It has pleaded that it usually takes time for the executing agencies to submit the report on the utilization of funds because of the difficult terrain in which the work plans were being executed.
